Vali Incorporated seeks a highly qualified candidate to support the Missile Defense Agency (MDA) as subject matter expert in Department of Defense (DoD) Budget/Financial Analysis.
Position Description:
This position will support the MDA in Huntsville, AL assisting a DoD Budget/Financial Analysis office.
Essential Duties and Responsibilities:
Serve as Audit Readiness Point of Contact (POC), ensuring assigned program offices are ready to support internal and external audits in accordance with MDA policy and fiscal law.
Lead program budget office support for Program Objective Memorandum (POM)/Budget Exhibits (BES)/President's Budget (PB) activities to include Special Exhibits.
Provide expertise and recommendations in accordance with policy and fiscal law.
Coordinate the Acquire-to-Retire (A2R) program for the program office by establishing schedules and providing support to executing analysts.
Support emergent projects and taskers by serving as program budget office representative in preparing responses to Requests for Information, Congressional Taskers, Staffer Days, and other similar projects and tasks.
Execution of program funds, monitor obligations and expenditures, and support development and review of program budget across all relevant appropriations.
Track, analyze, and execute program funding and prepare monthly execution reports.
Competent and efficient in the use of financial systems.
Use automated systems to initiate Purchase Requests (PRs) documents (to include generating MIPRs and contract modifications).
Troubleshoot and resolve issues regarding execution and beyond daily duties including coordinating dormant accounts and Unliquidated Obligations (ULOs).
Provide training and surge support to Matrixed Budget Analysts (MBAs) and Program Element Analysts (PEAs) as needed.
Education and Experience Requirements:
BS/BA in business or related field.
20 years or greater of DoD Financial Analyst experience.
Established knowledge of Excel and MS Office suite.
Expert understanding of the Planning, Programming, Budgeting and Execution (PPBE) process.
Excellent communication skills (written and verbal).
The ability to work in a team environment.
Applicants selected must be able to obtain and maintain a security clearance upon hire date.
Desired Experience Requirements:
MS/MA in business or related field with 15 years or greater of DoD Financial Analyst experience.
15 years MDA Financial Analyst experience preferred.
Expert knowledge of planning, formulating and applying DoD Planning, Programming, Budgeting and Execution System (PPBES) methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions.
FM certification desired.
Must work independently and conduct strategic high-level coordination activities.
Must be a self-starter able to support multiple complex projects simultaneously.
Strong knowledge of MS Office. Demonstrated experience in Excel with knowledge of advanced functions and pivot tables.
