The ideal candidate for the Business Systems Analyst: Virtual (IT Business Analyst-Journey) position within the WorkSource Systems Support (WSS) team in ITSD is a dynamic and innovative professional who is deeply committed to enhancing the efficiency and effectiveness of our critical applications, systems, and services.
This individual will have a strong understanding of IT configuration, administration, analysis, training, and support of technology. They will be adept at working with both internal and external stakeholders to design and document technical solutions that meet business needs.
They will excel in facilitating the definition of business requirements, identifying and recommending business process improvements, and identifying system application improvements. Their ability to maintain system documentation to support the development and testing of mission-critical systems will be crucial.
These systems enable the payment of unemployment insurance benefits, support job seekers, and collect taxes. Therefore, a background in these areas, or a keen interest to learn, will be highly beneficial.
The ideal candidate will be integral to the successful administration of job seeker, employer services, and re-employment within ESD. They will be driven by the goal of supporting our stakeholders within the WorkSource line of business and will be motivated by the impact of their work on our community.
ResponsibilitiesConduct in-depth systems analysis for simple to complex enhancements to mission critical applications and systems. This includes:
Analyze current and requested system functionality to identify risks and gaps, which includes providing alternative solutions and making recommendations to meet business needs.
Determine the size, complexity, and dependencies of the change by reviewing business rules, user stories, use cases, etc.
Identify and analyze system data inputs and outputs using Microsoft SQL to advise with troubleshooting system anomalies and assist with requirements definition.
Lead or participate in project governance, including leading projects or collaborating with project manager and project team members to develop project deliverables.
Manage conflicts, issues, and changes in order to ensure agreement on the solution scope.
Provide input or create detailed work plan and sequence of activities needed to successfully complete the project, which includes review of the overall schedule.
RequirementsPerform business and technical requirements definition for small to large and complex application solutions. This includes:
Elicit business and technical requirements from product owner(s), key stakeholders, and subject matter experts.
Lead requirements analysis and verification activities.
Propose options for new product features and process improvements.
Qualifications
Bachelor’s degree in Computer Science, information technology or closely related technical or business discipline and three (3) years of IT Business Analyst experience including experience in performing business analyst functions such as communicating with executive level stakeholders to identify and document project initiative and scope, facilitating sessions and workshops to elicit requirements from stakeholders and subject matter experts, demonstrating observational, analytical, organizational and time management skills. Experience developing various business process models, communications plans, context diagram for software specific and system diagrams, and documenting technical and functional requirements.
OR Associate degree in Computer Science, information technology or closely related technical or business discipline and five (5) years of IT Business Analyst experience including experience in performing business analyst functions such as communicating with executive level stakeholders to identify and document project initiative and scope, facilitating sessions and workshops to elicit requirements from stakeholders and subject matter experts, demonstrating observational, analytical, organizational and time management skills.
