This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), Ethics and Compliance Law Division (ECLD). The primary purpose of this position is to provide advice and counsel on Government ethics matters, including interpreting criminal conflict statutes, regulations, and policies, and to support the DHS HQ Ethics Program, including financial disclosures, drafting policies, and providing training. Non-BU: This is a non-bargaining unit position.Duties

As a Attorney-Advisor (General), GS-0905-13/14/15, your typical work assignments may include:Providing oral and written advice, analysis, interpretations, and guidance on complex and sensitive legal and policy matters both for individual questions and as related to DHS programs and operations.Drafting and reviewing documents for consistency with all applicable legal authorities and requirements, to include ethics guidance, financial disclosure reviews, analysis and advice, directives, correspondence, reports, memoranda, testimony, regulations, Federal Register notices, directives, legislation, guidance and other such documents; Reviewing financial disclosure reports and analyze and resolve potential conflicts of interest and related ethics questions.Representing the office in meetings and conferences with representatives of other legal divisions, programs, components, U.S. Office of Government Ethics, the White House, other Executive Branch agencies, industry, and the public on ethics questions.Drafting and presenting ethics training to Headquarters officials, to include senior leadership and political appointees; Assisting with administration of the DHS Standards of Conduct Program.Providing guidance on related areas of law, such as procurement integrity and partisan political activity regulations and policies.Salary

Basic Requirements:GS-13:

The first professional law degree (LL.B. or JD) or the second professional law degree (LL.M.); ANDSpecialized professional legal experience in excess of two (2) years that is commensurate with the duties and responsibilities of the position, or two years of judicial clerkship.GS-14 or GS-15:

The first professional law degree (LL.B. or JD) or the second professional law degree (LL.M.); ANDSpecialized professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position.Specialized Experience:The skills and experience listed immediately below are of particular importance to the position, and applicants should provide specific detailed information in these areas, where applicable, as part of their application.Conduct complex legal analysis related to conflict-of-interest statutes, the Standards of Ethical Conduct laws, regulations, and apply department policies to departmental programs/operations or personnel.Support the administration of the DHS Standards of Conduct program, including completing required Ethics in Government Act requirements, conduct specialized or tailored training, as well as draft departmental level policies.Advise on and review Public and Confidential Financial Disclosure Reports, including nominee clearance for Presidential appointments.Familiarity with related areas of law including the Hatch Act, Federal Advisory Committee Act, Non-Federal Travel Support, and statutory gift acceptance interpretation.Education
