Summary Objective

The purpose of this position is to identify needs; evaluate, develop and implement safety, security, and emergency procedures and policies, services, programs, and training to ensure local, state and federal compliance. This class works under administrative supervision, developing and implementing programs within organizational policies, and reports major activities to executive level administrators through conferences and reports.ESSENTIAL FUNCTIONSSupervises and manages all building security operations, electronic surveillance, and security systems, and directs all safety and security operations with staff, law enforcement, emergency responders, and vendors.Exercises supervision over subordinate personnel.Represents the department to government agencies and the public to answer questions and provide information concerning regulations, programs, and services.Evaluates security and safety procedures for effectiveness and compliance to laws and regulations, and recommends modifications, improvements, and solutions to security and safety problems.Develops and maintains standard operating procedures and productivity measurement systems related to building security, employee safety training, environmental compliance, and mandated record keeping.Approves and maintains security clearance and access for all stakeholders and issues identification badges with electronic door entrance coding.Manages security operations with contract security agencies, locations, emergency responders, disaster response agencies responding to accidents, catastrophes, bomb threats, hostage situations and other emergency conditions.Manages the monitoring and reporting related to emergency drills and testing of fire extinguishers, sprinkler systems, security cameras and alarms, fire alarms, and AED equipment.Oversees the investigation and documentation of work-related injuries and illnesses, property damage, inspections of facilities, equipment, work practices and safety devices, and completes special projects.Completes special projects as needed.Ensures that OSHA and FEMA regulations, work site safety, equipment usage, liquid storage, and training on work site safety is conducted, and new regulations are reviewed and implemented as needed.On call 24 hours.Performs related work as assigned.MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTSBachelor’s degree in Asset Protection, Business Administration, Criminal Justice, Police Administration, Public Administration, Public Health, or Security.Three (3) years of employee safety training; environmental compliance; large facility security; project management; or OSHA or risk management experience, including one year of supervisory experience. An equivalent combination of education, training and experience may be substituted but must include one year of supervisory experience.PHYSICAL DEMANDSPhysical demands refer to the requirements for physical exertion and coordination of limb and body movement.Spends prolonged periods of time sitting, standing, walking, carrying, stooping, and climbing.Must wear safety equipment as mandated by OSHA.UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.Involves routine and frequent exposure to:Bright/dim light; Dusts and pollen.Extreme heat and/or cold; Wet or humid conditions.Extreme noise levels; Animals/wildlife.Vibration; Fumes and/or noxious odors.Traffic; Moving machinery.Electrical shock; Heights.Disease/pathogens.Other extreme hazards not listed above.SPECIAL CERTIFICATIONS AND LICENSESFirst Aid and CPR/AED instructor certification by the American Red Cross or obtain within six months of employment.Must possess and maintain a valid state driver’s license with an acceptable driving history.AMERICANS WITH DISABILITIES ACT COMPLIANCELouisville Metro Government is an Equal Opportunity Employer.
