Mission:
The mission of the Administrative Applications Unit (AAU) is to provide software application development and support services to the enterprise for administrative functions. AAU develops, maintains, and supports a portfolio of custom-built and commercial off-the-shelf (COTS) products for customers throughout the FBI. AAU partners with and implements technical solutions for these customer divisions to meet their specific business needs. AAU uses Oracle Application Express (APEX) and Java 2 Enterprise Edition (J2EE) to provide web-based application support and conducts regular operation and maintenance (O&M) to keep the applications it serves secure and operating effectively and efficiently. AAU is seeking a skilled and motivated IT Specialist to serve on a team encompassing a diverse portfolio of Oracle APEX applications. As part of our unit's mission, you will play a pivotal role in developing, managing, and advancing critical projects that impact FBI customers.
Major Duties
  • Responsible for the design, development, testing, and documentation of Oracle Application Express (APEX) web applications in collaboration with the software development team. This includes working with Oracle APEX, Oracle Database, SQL, PL/SQL, Atlassian Tools/Jira, Gitlab, AWS Cloud, and other development tools as needed.
  • Perform system analysis and system development tasks including analyzing business requirements, developing technical solutions, delivering required features/functions, data modeling, and the ability to troubleshoot issues as they arise.
  • Identify, investigate, and provide guidance on difficult or complicated problems related to web applications including identifying opportunities for application improvements.
  • Drive best practices, patterns, and architectures to maximize the availability, reliability, and stability of platforms, processing, and delivery of systems.
  • Possess strong verbal and written communication as well as time management skills.

Specialized Experience (SE):
GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE is defined as follows:
  • Provided advice to various levels of personnel regarding administrative and technical matters related to IT programs and/or services.
  • Applied IT principals, methods, and programming languages focused on the design, development, testing, and implementation of software for programs.
GS-12: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience preparing presentations, formal and informal reports, correspondence, briefings, etc. that can be distributed throughout an organization.
  • Experience performing in a team environment undertaking a segment of a large project or independently undertaking smaller, routine system design projects.
  • Experience performing research, analysis, design, implementation, and testing of IT systems of various natures ensuring projects align with the FBI's long-range IT strategy.
  • Experience performing basic project management, planning, and management control techniques as well as resource estimation and cost benefit analysis techniques relative to project management functions.
Desired Skills
Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.
Desired Skills are:
  • Demonstrated expertise in Oracle Application Express (APEX) technologies, including application design, development, implementation, and administration.
  • Demonstrated expertise with Oracle Database, including knowledge of SQL, Pl/SQL, and relational data modeling.
  • Demonstrated expertise in web development, including HTML, CSS, JavaScript, REST & SOAP Web Services.
  • Experience working in an Agile software development environment, including using software similar to the Atlassian Tool Suite (Jira/Confluence).
Education
Degrees must be in one of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
Education cannot be substituted for specialized experience at the GS-12 level.

  • Relocation expenses MAY be borne by the FBI. Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
