This professional position works for the Frederick County Department of Engineering and Construction Management and assumes responsibility in the planning and oversight of public works capital transportation projects, with an emphasis on bicycle and pedestrian. The position will assist with the initial planning and budgeting phases of the project, and will continue through the design phase, bidding process, construction phase, and post-construction period of a wide variety of capital projects related to transportation infrastructure within Frederick County-maintained public rights-of-way and County-owned properties. The position will also assist with the administration of a variety of County programs and policies related to traffic mitigation, traffic control devices, traffic data collection and analysis, right-of-way permit administration, report generation, and constituent services as needed. Supervision is received from the Office Chief of the Office of Transportation Engineering, and the Engineering Supervisor of the Traffic and Permitting Section, depending on the assignment.

NOTE : Above base salary is not guaranteed and is contingent upon the review of the chosen candidate's education background, work experience background and relevant certification by the hiring department's Division Director and Human Resources Division Director.

.Coordinate design and construction activities related to County transportation infrastructure and traffic control devices as they relate to the County’s Capital Improvement Program (CIP) projects, with emphasis on bicycle-related facilities, sidewalks, ADA compliance, and multi-use trails along County rights-of-way or on County-owned propertiesPrepare Requests For Proposals for selection of design consultants; make recommendations on the award of consultant contracts; manage design and construction contractsReview contract plans and specifications for compliance with governing codes and County specifications and requirementsCompose project or program-related letters, memoranda, and reports; maintain communication with stakeholders and concerned citizens through a variety of channelsEstablish project schedules and manage projects to stay on scheduleReview and prepare cost estimates and track project accounts to ensure that projects stay within budget; process and negotiate claims and change ordersSecure necessary permits and approvals for constructionRespond to technical questions and resolve field discrepancies that may arise during construction or program administrationPrepare feasibility studies, plans, specifications, and contract documents for projects designed by County personnelAssist in preparing and presenting information to elected officials, review boards, the general public, and other interested audiences (this may include evening meetings)Collect traffic data or site condition information in the field, or oversee similar efforts performed by other County employees or consultantsInterpret traffic data and perform analysis, provide recommendations based on supporting data that are consistent with applicable regulations and industry standardsInterpret State and Federal standards, as well as industry best practices, and assist in the development of plans and specificationsAssist in the administration of traffic-related programs based on county code, standard operating procedures, or policiesUpdate and maintain procedures manuals, as neededCreate and maintain a comprehensive CIP project status report using Primavera Contract Manager or similar software as requiredStaff the Emergency Operations Center during inclement weather and other emergency events as required (this may include nights, weekends, and holidays)Perform other related duties as required
