The Oregon Rural Practice-based Research Network (ORPRN) was established in 2002 at Oregon Health & Science University in Portland. ORPRN’s mission is to improve health and equity for all Oregonians through community engaged research, education, and policy. ORPRN facilitates a broad variety of clinical health care research, quality improvement projects, and practice transformation efforts in rural Oregon, and across the state. ORPRN is committed to building and sustaining a diverse, equitable, inclusive and anti-racist organization. We do so by evaluating how we develop and support our workforce, the partnerships we uphold and how we engage in our work throughout Oregon.

ORPRN is seeking a Health Policy Project Manager to support our public health and health policy projects. These include projects focused on federal Medicaid flexibilities that allow for investments in social determinants of health and health equity. The Project Manager is responsible for the day-to-day implementation of the projects, including creating project plans, establishing project timelines, supervising and mentoring project staff, and in most cases taking responsibility for implementing substantial key aspects of the project itself (e.g. researching topics, synthesizing findings, providing technical assistance, qualitative or survey research, developing education sessions.) The role also helps to develop new projects, and maintains project budgets.

Function/Duties of Position

Initiate and maintain relationships/partnerships with key partner groups (e.g., payers, policy makers, PIs, clinics, health systems, patient, and service organizations) regionally and nationally to build and develop collaborations, strengthen coalitions, plan for community implementation/research and evaluation needs, support training and connection to policymakers, and prepare materials for dissemination.

Develop project plans, timelines, presentations, education and training materials, and evaluation instruments. Work with policymakers, leadership and others to plan and implement projects. Oversee enrollment/participation of partners, evaluation data management, analysis, and team performance. Monitor project activities and support program development.

Oversee project teams, providing direct and indirect supervision and mentorship to staff, ensuring their development, as well as adherence to project protocols and general ORPRN policies.

Maintain and monitor project budgets/expenses; develop operating project budgets. Work directly with Fiscal Administrator and budget analysts when discrepancies arise.

Prepare and submit proposals, create scopes of work, prepare budgets, collect proposal materials, and contribute to the writing of portions of proposals.

Prepare interim and final reports, and contribute to manuscripts, abstract submission, public presentations, and other scientific activities.

Participate in other project-related tasks deemed necessary by the Health Policy Program and staff activities for the Oregon Rural practice-based Research Network (ORPRN) as relevant.

Required Qualifications

Master’s Degree in relevant field AND 3 years of relevant experience

OR

Equivalent combination of education and experience (Bachelors Degree AND 5 years experience, OR 9 years experience)

3 years of relevant experience with a Masters degree; 5 years of experience with a Bachelors degree; 9 years experience without a Masters or Bachelors degree

Excellent organizational and communication skills

Ability to work independently in a multi-task environment.

Advanced knowledge of Microsoft Word, Excel, Powerpoint

Preferred QualificationsMaster’s degree in public health or health policy

3 years post-Masters or 5 years post-Bachelors experience should include at least some combination of experience in public health core competencies relevant to the position– Data analytics and/or assessment, policy development, program planning, health equity and community partnership development, staff management, budgeting and finance skills, leadership and systems thinking

Experience working on health policy projects

Strong knowledge of state government and/or Medicaid programs and services

Experience managing staff

Understanding of quality improvement or systems change in health care

Previous experience with online survey and project management software
