Join us in driving innovation and excellence in industrial control systems.This position performs a full range of complex, responsible, and varied professional, analytical duties in providing highly responsible staff support to the Camarillo Sanitary District Water Reclamation Division and City of Camarillo Water Division. Under general supervision of the Water Reclamation Superintendent, performs a variety of support, development, implementation and maintenance of the Supervisory Control and Data Acquisition (SCADA) systems for the Wastewater and Water Divisions, including developing, writing, and implementing SCADA/PLC/HMI programming code.The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.Plans, reviews, and participates in SCADA operations for District water reclamation plant operations, plant maintenance, and pump station maintenance and operations as well as for City Water Division maintenance and operations.Analyzes and reports on SCADA, WIMS, Advanced Metering Infrastructure (AMI), communications, asset management and other control system needs in collaboration with operations and maintenance staff.Implements, supports, and maintains SCADA applications, troubleshoots and resolves issues with SCADA systems, installs new releases and updates for SCADA and other related software, firmware and hardware, provides database administration and maintenance, maintains security of SCADA, AMI, WIMS, asset management systems and databases, and applications.Trains and develops staff in proper use of SCADA systems, data management, process systems, security protocols and other SCADA network infrastructure; establishes and implements procedures related to SCADA and process systems; develops and maintains training materials and documentation.Troubleshoots, programs, maintains, and repairs and/or replaces programmable logic controllers (PLC's), logic modules, data modules, cabling, and PLC network communications equipment; evaluates SCADA system communications performance and monitors SCADA system data collection reports. Prepares reports and data output from SCADA for use by operators and management staff.Monitors system performance; troubleshoots and installs program fixes; administers system operations, backup, contingency and recovery processes. Maintains data storage equipment.Plans the installation, upgrade, configuration, integration and troubleshooting of SCADA network control and management system software and network devices.Reviews plans and specifications for new facilities; recommends hardware and software for new facilities; coordinates work with other departments and divisions and consultants. Administers software and hardware procurement for various wastewater and water facilities. Participates in purchasing equipment and software and securing contracts for support of control systems; maintains contracts for support/maintenance for hardware and software. Inspects work performed by consultants and contractors.Manages projects and serves as liaison between District/City staff and various consultants and contractors; develops and monitors capital and operating budgets for SCADA and related equipment and software.Responds to normal and after-hours issues and emergencies and urgent work.Performs other duties as assigned.The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.Knowledge of:Principles, methods and techniques in the design and operation of systems for SCADA, and data collection system computers and platforms equivalent to those used by the District and City.Various SCADA and HMI interfaces.Microsoft SQL, Access, and Excel to generate ad-hoc and complex reports.Field instrumentation and signal processing; wireless communications.Systems design theory and methods.Programming theory, database design and structure.Mechanical, electrical and control systems.Asset Management systems.Computer networks, operating systems and client-server applications and the understanding and ability to troubleshoot problems.Principles, methods and techniques for layout, installation, configuration, integration and operation of network systems, equipment, and devices.Methods and techniques for performing connectivity testing, cabling, network analysis and troubleshooting, including use of diagnostic tools and equipment.Familiarity with water and wastewater systems.Principles of wastewater treatment, pump stations, and recycled water systems.Principles of water treatment, wells, storage, distribution, and pumping.Codes, ordinances, OSHA, EPA and other regulations and specifications pertaining to the work. Safety practices and regulations pertaining to the work.Ability to:Read and interpret plans, specifications, documentation, and manuals.Analyze complex problems, evaluate alternatives, and execute sound independent judgment and initiative within established guidelines.Establish and maintain effective working relationships with other staff and consultants and contractors.Communicate effectively orally and in writing.Lead as project manager and coordinate work assignments with other sections, divisions, or departments.Configure, maintain, and manage the operations of a complex SCADA system including servers, routers, and Ethernet networks including copper, fiber, and wireless data, to achieve optimal technical performance and operator ease of use.Troubleshoot and repair SCADA hardware and software, PLC’s and network hardware and software to resolve problems promptly and efficiently.Design, develop, write, and implement high-level SCADA/PLC/HMI programming code; modify existing SCADA and control system software and programming; test and debug control programming. Train other staff to design and write programming.Organize, plan, lead, and complete projects efficiently and in accordance with District/City quality standards.Identify departmental needs and develop and implement alternatives. Adapt and apply new technologies.Read, interpret, and apply complex technical publications, manuals, electrical drawings, and other documents in performance of assigned tasks.Maintains documentation pertaining to the assigned systems, updates process and instrumentation diagrams and documentation including schematics, and program annotation used for troubleshooting.Plan, organize, and schedules work to meet deadlines.Review, check, and inspect the work of contractors and consultants.Establish and maintain effective working relationships with other employees, consultants, and vendors.Develop budgets and perform project management oversight.Understand and prepare procurement/bid documents for public agency procurement processes in accordance with District/City requirements.Provide training, guidance, and work direction to others. Work with others in a manner that promotes accountability, employee engagement, staff development, respect, and collaboration.May supervise or direct other staff.Work after hours including evenings, weekends, and holidays if needed for emergencies or urgent work.Follow written and oral instructions.Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.Work independently in the absence of supervision.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective professional working relationships with those contacted in the course of work.Other duties as assigned.EDUCATION AND EXPERIENCE GUIDELINES:Education/Training:

Bachelor’s degree from an accredited college or university in engineering, computer science, computer programming, industrial automation, information technology or related field with specialized course work or training in the programming, installation, maintenance, and repair of SCADA, instrumentation and control systems, industrial process control, databases, and related systems.Experience:

Four (4) years of recent experience designing, programming, and maintaining SCADA systems, including programmable logic controllers (PLCs), or other high-level industrial control systems. An additional four (4) years of experience may be substituted for the bachelor’s degree.License or Certificate:
