INTRODUCTION:

The Housing Authority of the City of Los Angeles (“Authority”) desires to implement and/or upgrade major system platforms and realign strategic business practices to fulfill the Authority’s vision plan as outlined by the Board of Commissioners. To this end, the IT Department has been given the responsibility to complete major areas within the Vision Plan. As a catalyst to expedite the key achievements in such areas, the Assistant Director of Information Technology (IT) Operations will play a pivotal role in the transformation of the department’s organizational structure, information security protocols and service delivery methodologies.

DESCRIPTION:

Under general direction, the Assistant Director of Information Technology Operations is responsible for performing complex technical work and assisting in the planning, organizing, implementing, administering and directing of the Information Technology department; prepares strategic multi-year plans; organizes personnel assignments; coordinates acquisition activities including total cost of ownership/value realization calculations and contract negotiations. As the assistant department head, the incumbent is responsible for managing and overseeing the integration of major departmental functions, including but not limited to customer support, support of major platforms and vendor management. Generates complex reports, studies and makes recommendations; makes presentations before boards and commissions; acts as department head in the absence of the Information Technology Director; supervises and coordinates activities of Information Technology staff; prepares and monitors budgets; directs and conducts special research projects and performs complex analysis.

The incumbent will establish the coordination of the department’s internal and external resources to improve Operational Service Levels and the Service Delivery Methodology through the application of the IT Infrastructure Library (ITIL) Framework and to improve cybersecurity practices by applying the National Institute of Standards and Technology (NIST) Cybersecurity Framework. The incumbent will also manage and administer efforts dedicated to moving all major systems to third-party hosted environments via IaaS or SaaS and ensure Service Levels are consistent with departmental goals.

Assist in determining the feasibility and potential value of proposed projects; make recommendations regarding priorities, cost and benefit analysis, systems planning, utilization of resources, and other departmental needs.Reviews and evaluates the effectiveness of information security programs, protocols and services of the department and the Authority; makes recommendations in line with the NIST and takes corrective action as appropriate.Reviews and evaluates the effectiveness of programs and services of the department; makes recommendations in line with the ITIL framework and takes corrective action as appropriate.Oversee projects as assigned and assist with coordinating both internal and external projects.Review and approve finished work on assigned projects.Assist in evaluating effectiveness of projects under development, existing computer programs and services; issue instructions regarding progress and needed improvements.Participate in the development of department policies and operating policies, such as utilization of resources, upgrade plans and schedules, alterations to existing plans and schedules, standards for level of service, and department goals.Ensures department policies and practices are consistent with the Authority’s internal policies and external current regulation or industry standards.Work with department managers, users and customers to identify and define system bugs and needed enhancements and evaluate impact on other systems as well as project feasibility.Plan, implement, and maintain Authority-wide information technology systems, services, and network.Supervise consultants engaged to assist on specialized information technology projects ensuring compliance with required standards and completion of contracted services.Participate in and supervise the preparation of written information and instructional materials regarding project proposals, plans and programs.Keep up to date on new developments in the field of information technology.Selects, supervises, trains, and evaluates staff.Performs other related duties as required.KNOWLEDGE, ABILITIES AND SKILLS:

Knowledge of the principles and practices of office and public administration; knowledge of the Housing Authority organization, operations, procedures and policies; knowledge of administrative practices including budget and fiscal controls, contracts and purchasing, management information systems and office management; considerable knowledge of the principles, practices and techniques of Information Technology; knowledge of principles of effective public speaking and report writing.

Ability to coordinate, manage and direct varied activities; ability to concisely present ideas clearly and effectively, orally and in writing to a variety of audiences including executive leadership and the Board, and to assimilate and understand multiple sources of information; make sound decisions in a manner consistent with Information Technology best practices and industry standards; analyze situations accurately and adopt effective courses of action and make appropriate recommendations; ability to meet with, explain, interpret, persuade and enlist the cooperation of others at all levels of the organization; ability to exercise independent judgment in a professional and competent manner; establish and maintain effective working relationships; ability to maintain efficient and effective automated systems.

Excellent analytical, mathematical, and creative problem-solving skills; excellent listening, interpersonal, written, and oral communication skills; skill in the use of personal computers and software applications.

Knowledge of principles and best practices of supervision, training and evaluation of staff; ability to plan, organize, and perform supervisory duties, including providing guidance and direction, training and evaluation of staff.EXPERIENCE AND EDUCATION:Experience:Minimum of (10) ten years’ increasingly responsible supervisory and managerial experience in information technology with at least five years in an official IT management position.Desired Qualification:

Proven experience in strategic technology planning, cybersecurity oversight and large technology acquisitions with extensive knowledge of computer network technology and/or working knowledge of server/network protocols, third-party hosting (IaaS, SaaS) and Internet/Intranet applications.

Education:Graduation from an accredited college or university with a Bachelor’s degree in Information Technology, Computer Science, Business Administration or closely related field.LICENSE OR CERTIFICATE:Information Technology Infrastructure Library (ITIL) Foundation, Practitioner, Intermediate and/or Expert preferred.Information Systems Audit and Control Association Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), Certified Risk and Information Systems Control (CRISC) or similar certification preferred.Special Requirement:
