The City of Manassas Park (est. pop. 17,000) is located in Northern Virginia approximately 30 miles southwest of Washington, DC. Encompassing 2.6 square miles, the City offers citizens an established community with a small city feel, a progressive environment, and a high level of community pride. The City provides comprehensive services in major departmental areas including finance, fire and rescue, human resources, information technology, parks and recreation, planning and zoning, police, public works, and social services.The City Manager is appointed by the Mayor and City Council and serves as the chief administrative officer of the City, providing oversight of 202 FTEs and an FY2024 budget of $136M. The ideal candidate for this position will possess a robust public sector management background, ideally gained in an organization of comparable size and diversity, experience with the full implementation cycle of economic development initiatives, and will excel in managing municipal debt.

LEADERSHIP OPPORTUNITIESEconomic Vitality and Community Well-Being . The City Manager will collaborate with stakeholders to enhance and streamline business development, job creation, and economic growth. These efforts are geared toward increasing sales tax and other revenue streams while maintaining Manassas Park’s family-friendly character. The new Virginia Railway Express (VRE) station is expected to attract more residents and visitors, boosting participation in City-sponsored events in the newly revitalized downtown square. Housing options continue to be challenging and a plan for affordable housing should be tied to economic development including understanding code and zoning regulations.Financial Acumen . The City Manager must leverage their budgeting and financial expertise to maintain and enhance the financial stability achieved over the past seven years, relying on staff to sustain strong operational performance.Strategic Planning and Performance Analysis . The City Manager must adopt a long-term perspective on the City’s priorities. In collaboration with the new council, departments, and stakeholders, the City Manager will develop plans using SMART objectives for each program area. Numerous capital projects are expected to be considered in the coming years.Technology Utilization . The City is upgrading its financial management system to Tyler Technologies, with completion expected within the FY27 timeframe. Additionally, other processes may be evaluated to determine if technology can streamline interactions for residents and business owners.The Green Plan . The next City Manager will collaborate with the Council of Governments to develop The Green Plan, establishing future-oriented policies. Meanwhile, the City’s Comprehensive Plan will consider how to incorporate green initiatives such as recycling, composting, and charging stations.

The

hiring salary range is $185,000 - $215,000

depending on qualifications and experience, and subject to negotiation. The City of Manassas Park also offers an excellent benefits package, including health care, retirement, annual and sick leave, professional training, and free daycare/afterschool care at the Community Center. A vehicle is provided. Employees also receive free use of the Community Center facilities and discounts on all camps and programs run by the Department of Parks & Recreation. Residency within the City is required within one year of hire. Relocation expenses are negotiable.

Minimum qualifications for the position include an advanced degree in business or public administration or a related field supplemented by progressively responsible related experience. Veterans and other department director-level or non-traditional candidates are encouraged to apply. Bilingual is preferred. ICMA-CM credentialing is desired. The position also requires comprehensive knowledge of all aspects of municipal government operations.The ideal candidate for the City Manager position will possess a robust public sector management background, ideally gained in an organization of comparable size and diversity. They should exhibit a high level of energy and competency, coupled with exemplary management and analytical skills, enabling them to navigate the complexities of a dynamic and evolving community landscape. Demonstrating a genuine desire to serve the diverse needs of the community, successful candidates will effectively engage with residents from various backgrounds. Moreover, they should excel in managing municipal debt and overseeing a municipality with a school division, while also understanding or having the ability to quickly learn the roles of Commonwealth of Virginia Constitutional Offices and the basic Virginia tax structure. Experience with the full implementation cycle of economic development initiatives is essential.In addition to a solid understanding of public administration principles and laws governing City contracts and agreements, candidates should be adept at developing strategic plans and policies that align with the City's growth trajectory and changing demographics. Effective communication and the ability to work with diverse groups of residents are imperative, as is the skill to develop and implement organizational policies and procedures that optimize City operations.
