The Virginia Community College System (VCCS) invites nominations and applications for the position of Senior Vice Chancellor (SVC) for Finance and Operations. Reporting to the Chancellor, and a key member of the Chancellor’s Cabinet, the Senior Vice Chancellor will lead operational and support service functions that provide administrative leadership, operational services, and support to the twenty-three colleges, System Office, and Shared Services Center in alignment with the mission and strategic objectives of the VCCS. The Division is comprised of finance, human resources, information technology, facilities management, procurement, and shared services.The Senior Vice Chancellor for Finance and Operations is the chief administrative officer for the VCCS and works closely with other members of the Chancellor’s Cabinet and the System’s 23 presidents. Major roles for this function include resource allocation, fiscal strategy, and operational excellence in support of our mission, our learners, and our colleges as well as bringing to life the State Board’s vision for one system. The portfolio of administrative functions is large, complex, and far-reaching. The division is a leading element for an enterprise effort that coordinates or provides support to over 15,587 full-time and part-time faculty and staff, and a $1 billion operating budget. The SVC’s direct reports include the chief finance officer, the chief human resources officer, the chief information technology officer, the chief facilities officer, the chief procurement officer, as well as the director of the system’s Shared Services Center.As the chief administrative officer, the SVC and their direct reports staff committees of the State Board for Community Colleges in the areas of budget and finance, facilities, and personnel. Internally, the position establishes and maintains a culture of service and innovative use of resources to maximize the VCCS mission, while ensuring that such resources are used in accordance with federal, state, VCCS and applicable policies and procedures.The SVC represents the VCCS at the state level on legislative and governance matters and advises the Chancellor on legislative issues and proposals based on anticipated trends, issues and concerns including analyzing, preparing, and advocating for VCCS budgets and funding requests. The position will provide leadership and co-authorship of long-range plans and strategic priorities, organizational goals, and system-wide initiatives. The position also provides leadership and direction to the entire system through policy formulation, development, and implementation to ensure accountability and responsibility for compliance with state, federal, and VCCS policies and procedures.The SVC will lead foundational initiatives such as strategic plan development, financial and facilities plans, and technology master planning. The position oversees program management in administrative affairs such as budgets, human resources, environmental health and safety, and information technology services. It also oversees the development and management of the VCCS operating and capital budget to support physical plant operations, capital construction, auxiliary services, and campus security.The SVC will advance a culture and practice of innovation, continuous improvement, and financial stewardship to ensure efficient and effective procedures and operations. Formulating objectives and priorities and implementing initiatives to bring value to the organization’s long-term objectives is expected. The position will also be charged with managing large-scale and system-wide projects with the ability to see the objective, the steps and resources needed to get there, follow established timelines, and provide the leadership necessary to achieve the original vision.The SVC will be expected to define and implement key performance indicators and strategic objectives for the division, facilitate measures for the objectives, and report results to the executive team. The position will consult with the director of internal audit in conducting periodic audits of fiscal and financial records to ensure proper accounting and internal controls are in place and utilized.Salary is competitive and commensurate with experience. The salary range for this role is approximately $225,000 - $275,000 with a generous benefits package.
