At AAR we are committed to doing it right, and we have built our core values based on that premise.Defense Contracts Manager - 15770SUMMARYThe Defense Contract Manager is responsible for monitoring and ensuring compliance with all aspects of the Programs contract requirements, receiving statements of work, analyzing and writing proposals, addressing changes to the Programs contract, and interfacing directly with the client for any contractual issues.ESSENTIAL DUTIES AND RESPONSIBILITIESReview and administer new Customer contract requirements for Program as needed.Review, comprehend, and be able to communicate government requirements and regulatory guidance from various sources (FAR, DFARS, DLA, etc.).Assist Program Manager in identifying and proposing contract modifications and changes.Communicate effectively to AAR staff and clients, orally and in writing, the requirements, provisions, clauses, and various factors surrounding the RFQ/RFP/IFB.Negotiate prices with Customer personnel when required as authorized by AAR Business Units.Track, monitor, consolidate and manage quotation files to meet the due dates. Verify and remove invalid requirements, and keep records current.Document preparation including NDAs, Teaming Agreements, Contracts, Subcontracts, and other agreements (long and short term).Work with Finance, Legal and Business staff to prepare and deliver proposals.Advises Business Leaders on risks.All other duties as assigned.SUPERVISORY RESPONSIBILITIESCarries out supervisory responsibilities in accordance with the organizations policies and applicable laws.Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.CORE COMPETENCIESCommitment to company values and ethicsDependability: personally responsible, completes work in a timely manner, and performs tasks accuratelyMotivation: must maintain a positive attitude and strong work energyCommunication: excellent interpersonal and oral and written communication skillsLeadership: demonstrated ability to lead people and get results through othersTeamwork: works harmoniously with others to get a job done, responds positively to instructions/procedures, and works well with othersStrong customer orientationOrganization: very detail oriented and always comes preparedQUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.Bachelor’s degree from four-year college or university; or eight years related experience and/or training; or equivalent combination of education and experience.Four (4) to seven (7) years of experience in contracts, government affairs, procurement/purchasing, business development, or similar government/defense business discipline required.Experience with a Government agency is preferred.Prior experience in the Defense industry is preferred.A self-starting team player with multi-tasking ability and strong inter-personal skills is the ideal candidate for this position.PHYSICAL DEMANDS/WORK ENVIRONMENTThe physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
