Supervises the billing, collection, receipt, account recordkeeping and deposit of current and delinquent taxes; and performs other related duties as required.MINIMUM QUALIFICATION REQUIREMENTSTraining & Experience:

A combination of education and experience substantially equivalent to graduation from high school; andfive and one half (5 ½) years of specialized work experience.

Qualifying Specialized Work Experience:

Work experience in tax collection which shall have involved the application and interpretation of real property or other tax laws, rules, regulations and procedures in determining tax liability and the collection and accounting of monies in connection therewith.

License Requirement:

At the time of appointment, the candidate selected may need to possess a valid motor vehicle operator’s license if the position requires it.

Knowledge of:

Principles and practices of supervision; laws, rules, and regulations on the collections of taxes; methods and procedures of receiving, recording, collecting, safeguarding, and depositing of cash; interviewing and investigative methods and techniques; principles and practices of public relations, bookkeeping and recordkeeping methods and procedures; office practices and procedures; report writing.

Ability to:

Plan, organize, supervise, and review the work of subordinates in the billing, collection, receipt, safeguarding, recordkeeping and depositing of cash, interpret and explain pertinent aspects of real property tax law, rules, and regulations; review financial statements and records; evaluate and determine values of assets being liquidated; formulate sound recommendations based on available information; deal tactfully and effectively with the public; prepare reports.

Tests:

Applicants may be required to qualify on an appropriate examination. For this recruitment you must qualify on a written test designed to measure your knowledge and skills necessary for satisfactory performance of the duties and responsibilities of this class of work. Your examination grade will be based on 100% of the written test score. Candidates may be examined for their knowledge and abilities as mentioned above.Please note written exams are held ONLY on Kaua'i.

We do NOT conduct testing in other jurisdictions.When attending the exam, please be prompt.

There will be no admittance once the door is closed.Written exam schedule is TBD.

Health and Physical Condition Requirements:

Required Forms and Documentation :Copy of your high school diploma or equivalent.Evidence of education (degree or transcript).

A legible photocopy of an official transcript will be accepted. DHR reserves the right to request an official copy if

substituting

education to meet the minimum qualification requirements.

Substitutions Allowed:Four (4) years of full-time general work experience may be substituted for a high school diploma.Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months).An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement.

Pay raises are negotiated by the respective union for this position. This position is part of bargaining unit 4, Hawaii Government Employees Association (HGEA).Paid Vacation Time:

Employees start accruing paid vacation time immediately upon hire!

14 hours are earned after a full month of service which means 21 days per year!Paid Sick Leave Time:
