PARKS CONCESSIONS CONTRACTS SPECIALIST (SR-22)

Develops, coordinates, and administers a concessions contracts program for the Department of Parks and Recreation to include the development, proposal, assessment, creation, management, administration, and evaluation of commercial concessions contracts that provide an assortment of different services on Department of Parks and Recreation property; serves as a key advisor and technical resource on commercial concessions contracts; assists in various associated administrative functions; and performs other related duties as required.

Distinguishing Characteristics:

This class is distinguished by its responsibility for identifying prospective commercial concessionaire operations on Department of Parks and Recreation properties, and includes conducting comprehensive studies, preparing analytical reports on the feasibility of contracting rights to operate commercial concessions on Department of Parks and Recreation properties, and recommending the types of commercial concessions that are appropriate for different properties. Responsibilities also include developing the terms and conditions of concession contracts, monitoring concessionaires’ compliance with contract provisions, and coordinating the enforcement of compliance issues with appropriate agencies.

Examples of Duties:

Conducts comprehensive studies involving the research, analysis and evaluation of pertinent information, such as required investment, operational costs, operating experience, location and accessibility, parking, and targeted customers, to determine the feasibility and viability of contracting rights to use Department of Parks and Recreation property and facilities for commercial concessionaire operations;Prepares narrative reports of analysis, including recommendations;Interprets, analyzes, and applies laws, ordinances and rules pertaining to contract administration and commercial concession activities;Determines the nature of concession contracts and the appropriate concession fee structure for bid purposes;Coordinates the preparation of bid specifications;Coordinates and obtains required approvals from appropriate government agencies;Develops, evaluates, and revises the terms and conditions of concession contracts;Monitors the renewal of concessionaires' insurance coverage;Inspects, monitors, and evaluates the performance of contracted concessionaires;Evaluates and makes recommendations on concessionaires' requests for construction, alteration, and repair work;Advises concessionaires on issues involving the use of Department of Parks and Recreation property and facilities;Works with concessionaires to resolve issues that do not comply with contract provisions;Participates in audits of concession contracts, reviews of concessionaires' accounting controls, and terminations of concession contracts;May supervise the work of lower level professional, technical, and/or clerical staff;Coordinates the enforcement of compliance issues with appropriate agencies;Stays informed of changes and developments in concessions contracts, marketing trends, and consumer behavior;Represents the department at meetings concerning its concessions program;Performs other duties as required.

Training and Experience:

A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business administration, public administration, economics, public planning, or a related field, and three (3) years of professional administrative and analytical work experience which involved gathering, evaluating, and/or analyzing information and some experience in the involvement in contract development and/or processing.

License Requirement:

Possession of a valid motor vehicle operator’s license (equivalent to State of Hawaii Type 3).

Knowledge of:

Principles and practices of public administration and supervision; County of Maui Charter provisions, laws, ordinances, rules, and regulations pertaining to the development and administration of contracts; research methods and techniques; principles and practices of governmental purchasing, contracting, and competitive bidding procedures; various contract provisions; contract auditing procedures; record keeping practices and procedures involving concessionaire contracts; principles of public relations; collaborative problem solving and conflict resolution; report writing; current marketing trends and consumer behavior.

Ability to:

Understand, interpret, and evaluate technical subjects, reports, marketing, and business plans and proposals; independently apply problem solving methods and techniques, including defining issues, analyzing information and problems, evaluating alternatives and developing sound conclusions and recommendations; gather, organize, and analyze pertinent information concerning concessionaires, such as projected sales, rentals, and other factors; determine the best use and appropriate compensation for concessions rights to use County of Maui property and facilities; exercise sound judgment concerning the use of County of Maui property for commercial concessions; prepare and administer contracts; make arithmetic computations and revenue projections, including computation of percentages; understand, interpret, explain, apply, and coordinate the enforcement of laws, ordinances, and regulations; inspect, monitor adherence to, and coordinate the enforcement of contract terms and conditions; prepare clear and concise written and oral reports, including recommendations; meet and deal effectively with representatives of other agencies, prospective and incumbent concessionaires, and the general public; supervise the work of others.
