Benefits Manager #201577Job Description:The Manager, Benefits leads and manages the administrative operations of the organization’s health & welfare programs, 403(b) retirement plan, workers compensation claims, disability claims, and leaves of absence. Evaluates current programs and makes recommendations to identify opportunities for plan enhancements or cost containment, ensure compliance with government regulations and competitiveness with other relevant organizations. Engages and manages third party administrators and monitors performance as well as ensuring fiscal accountability and audit compliance. The Manager, Benefits ensures that the organization’s financial obligations and procedural responsibilities are in compliance with regulatory requirements in addition to setting policy. This position may lead other staff on a project or on a regularly assigned basis. This position reports directly to the Vice President.

LOA, FMLA, Workers’ Compensation leave administration and compliance

FSA/HSA administration experience

401k or 403b administration work experience

Experience with management of medical, dental, vision, life, and disability insurance plans including broker interface, invoice processing, management coaching, and employee counseling

Payroll interface work experience

Intermediate or advanced work experience working with Microsoft Office suite and HRIS systems

Responsibilities:

Leads and manages the administration and negotiation of the health & welfare programs offered by the organization. Provides specialized services in assisting with the management, coordination and administration of health & welfare and/or retirement programs and ensures compliance with organization objectives, policies and state/federal regulations. Resolves day to day employee benefit issues and participates in development of longer term benefits vision.

Develop and manage benefit initiatives such as Phased Retirement Program, Flexible Work Arrangements, Tuition Remission, etc.

Manages COVID-19 cases and advisements.

Create Wellness programs suitable for faculty and staff.

Manages 403(b) committee, maintain up to date plan documents, manage audits, ensure compliance and manage employee Responsible for reconciliation and deposit of 403(b) employee and employer contributions per pay period.

Designs communications materials and implements education programs to maximize employee awareness of benefit programs. Manages open enrollment and Annual Benefits Fair.

Provides consultative services, technical expertise and advisement to faculty and staff on an individual or group basis regarding specific health & welfare and/or retirement programs covering such areas as benefits eligibility, enrollment, status changes and offerings inclusive of presentations. Meets with faculty, staff and/or dependents to facilitate problem resolution and provide information.

Manages the planning, coordination and delivery of services of the Workers’ Compensation and Disability programs. Provides faculty and staff information and guidance on policies and procedures to facilitate successful delivery of program benefits. Lead Workers’ Compensation audit for organization on an annual basis.

Provides consultative services to eligible employees and supervisors on leaves of absence, health insurance coverage, maximum length of absence, job protection rights, etc. Develops tools and communication materials to easily explain benefit provisions. Assists employees and supervisors with administrative paperwork and other related policies and conducts periodic follow-ups with management and employees with respect to leave extensions, return to work notices, work restrictions, and required forms.

Facilitates interactive dialogue and documentation with employees returning to work who may require workplace accommodations. Determines if reasonable accommodations can be made.

Reviews all IRS annual maximums pertaining to 403(b) retirement plans and IRS maximums for Health Savings Account and Flexible Spending. Makes any adjustments if necessary to stay in compliance with the IRS.

Follows up with employees for appropriate documentation and forwards to vendor(s) and/or third party administrators as necessary. Enters data into internal systems as needed, prepares reports, and/or processes financial adjustments as appropriate. Ensures compliance with internal policies and regulatory guidelines and policies.

Interacts with vendors to resolve issues and discrepancies, exchange and update information, and enlist support for various benefit matters that may require escalation.

Develops, analyzes and evaluates various reports for discrepancies and/or payment. Resolves issues and makes recommendations to management as necessary. Submits status reports on program activities for review and/or approval.

Maintains internal activity tracking systems for information storage and retrieval. Trains other staff on use of systems for backup support with data entry tasks and assisting employees with benefit issues.

Stays informed of developments in the field. Reads pertinent literature, attends meetings and participates in professional associations as appropriate. Establishes and maintains an active network of professional contacts.

Responsible for annual audits: 403(b), workers compensation and health and welfare plans.

Performs other related duties as assigned. Must be responsive to work-related phone calls and emails during non-business hours on occasion.

Qualifications:

Bachelor’s degree or equivalent work experience. Minimum of 5-7 years Benefits and Human Resources experience required. Must be proficient in MS Suite and have HR/Employee Records database experience. Experience working with Banner, HRB and ADP preferred. Proven strong verbal/written communication skills and ability to interact well with all levels of administration and with organization community. Requires the use of independent judgment to make decisions, interpret and apply a wide range of policies and procedures. Must have initiative and ingenuity to solve problems and to suggest improved work techniques along with being proactive and solution-oriented. Ability to organize and plan work and projects including handling multiple priorities. Must be able to meet stringent deadlines and prioritize work; complete assignments with general direction; have the ability to develop, read, analyze, interpret, and apply state and federal laws, regulations and internal policies. This position requires the ability to sit and enter data into a computer up to 4 hours manually.

An additional requirement for this role is the ability to comply with COVID-19 health and safety protocols including COVID-19 proof of vaccination when required.
