Reporting to the Principal Budget Analyst in the Budget Office, this position supports a wide range of financial and administrative services. Provides support in financial reporting, financial analysis, annual review coordination and compliance, and financial accounting in compliance with UCSB budget controls and reporting standards. The incumbent is expected to utilize initiative, judgment, and discretion. Under general supervision, this position is responsible for the analysis, processing, and servicing of a variety of operational and financial transactions and services. Gathers, analyzes, prepares, and summarizes complex financial information for planning and budgetary purposes. This position will also provide support to campus departments in support of the Financial Management Modernization (FMM) project and Oracle Financials Cloud (OFC) implementation.Required Qualifications:Bachelor's degree in related area and/or equivalent experience/training1-3 years thorough knowledge of and experience in financial processes, policies, and proceduresService-orientation, creative problem solving, and analytical thinking skills as demonstrated in a professional environmentPreferred Qualifications:1-3 years thorough knowledge of and experience in financial processes, policies, and procedures1-3 years working in higher education or environment with fund accountingStrong knowledge of financial data management and reporting systemsAbility to solve problems, conduct research and present solutions to managementStrong Excel and data management skillsMust possess accounting knowledge and have familiarity with financial transactions, debits & creditsMust understand budgeting within large organizationsSpecial Conditions of Employment:Satisfactory completion of a criminal history background checkUCSB is a Tobacco-Free environmentUCSB Campus Security Authority under Clery ActJob Functions and Percentages of Time:40% Budget and Financial Services Administration - Assists with campus review and approval of budgetary adjustments and carryforward of funds. Reviews budget adjustments for accuracy and conformance with campus and UC policy. Independent judgement is used daily to communicate policy and provide guidance to campus departments related to budget adjustments/transfers. Prepares necessary budget adjustments to implement the distribution of resources to campus control points and departments consistent with campus priorities and program/project approvals. Assists with the campus vacancy management program and other budget programs. Coordinates, communicates with campus departments regarding vacancies and position funding status. Assists in the development of reports and resource allocation plans based on the program. Coordinates and consults with campus control points and departments regarding budget, financial, and policy matters including requests for information and data, current and permanent budget adjustments, and funding commitments. Assists with the management of ongoing budgets for staff and faculty salaries and FTE. Monitors departmental ongoing/permanent budgets against committed salaries in UCPath. Processes budget adjustments for authorized merits and range adjustments and provides relevant reports to campus departments.30% Financial Reporting and Analysis - Assists in the preparation of basic financial and budget reports and/or ad hoc analysis for senior management. Areas of analysis include forecasts, projections, staff or faculty salary or FTE analysis and/or other analysis as assigned. Provides comprehensive and accurate budget construction, projections, management, and summary reports. Communicates budget and financial information, through reports and other methods, to a wide range of people including control points, senior management, and others where necessary and appropriate. Provides analytical support for budget, financial, and resources analysis projects. Gathers and analyzes financial and resource data; prepares and summarizes information and makes recommendations to appropriate members. Prepares financial and resource reports and analyses for constituents. Provides excellent customer service to improve all partnerships. Understand customer requirements so as to provide appropriate clarifications and solutions. Routes and directs customer requests to appropriate personnel. Contributes ideas to resolve customer problems and to improve productivity. Works with various teams to ensure outstanding customer services. Maintains a broad knowledge of services provided. Participates in meetings and activities held to improve customer satisfaction and business performance. Delivers prompt and professional responses to customer inquiries via phone, email, instant message, etc.15% Administrative Support - Assists with the development and maintenance of office procedures and administrative systems. Coordinates information from other divisions with department staff to ensure completion of tasks with sufficient time for Divisional leadership review. Provides support to Directors in responding to inquiries from the campus, Office of the President, and general community. Prioritizes issues according to importance and urgency and allocates the provision of time for such issues. Tracks administrative workflow, overseeing day-to-day office processes, and providing high level of support to all Budget & Planning units. Assists with department accounts and manages business operations with a high degree of autonomy. Creates and develops internal control systems, policies, and procedures related to fiscal and operational matters. Reviews, makes recommendations, and prepares draft documentation for the Assistant Chancellor on actions requiring his approval or direction. Maintains status reports and provides financial analyses and forecasts. Processes permanent and temporary budget entries to correspond with adjustments to personnel actions or reductions/additions in funding throughout the year. Maintains staffing lists by processing entries to keep the staffing lists balanced (new positions, vacancies, etc.).15% Special Projects - Participates in the evaluation of enhancements or changes to Budget Office systems and new budget system implementations. Provides support to campus departments in support of the Financial Management Modernization (FMM) project and Oracle Financials Cloud (OFC) implementation. Be a superuser of the new OFC system.UC Vaccination Programs Policy - With Interim Revisions:
