The Administrative Director is responsible for administrative direction of the CLIA-certified high complexity Clinical Laboratory at Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG), a UCSF department in partnership with the City and County of San Francisco (CCSF) with an annual budget of ~$30 million.Duties include administrative direction and operational planning for the Clinical Lab and Lab Administration office subdivisions, including, Finance, Personnel (overall human resource management of ~ 150 clinical lab employees), Specimen Collection and Management, Lab Support Services, Lab Information Systems, Quality Assurance (QA) and Point of Care Testing (POCT) and providing administrative guidance for directors and managers over the three analytical testing divisions of Blood Bank, Core Lab (Chemistry and Hematology) and Microbiology.This position is responsible for creative development of administrative systems, implementation of new technologies and directing lab-wide initiatives and serves as a high-level liaison between the Clinical Laboratory and the University - Campus and Medical Center - ZSFG Administration, the Department of Public Health and existing as well as potential clients of the lab. Ensures that the laboratory remains compliant with all Federal, State and Local regulatory requirements and accreditation standards that pertain to clinical laboratories. Facilitates provision of administrative reports to the Lab Director. Develops and maintains effective working relationships among laboratory personnel and other hospital departments to ensure a culture of safety.The Administrative Director reports to the ZSFG Clinical Laboratory CLIA Director, the Office of the UCSF Vice Dean at ZSFG and the ZSFG Chief Operating Officer and provides direction for all administrative aspects of the clinical laboratory. The incumbent achieves department objectives through directing a team of lab managers and other personnel in multiple sections of lab administration and testing divisions. Collaborates and coordinates with other ZSFG departments, affiliated hospitals, health centers, clinics, and research clients. Important job functions include assuring optimal quality, safety and efficiency of laboratory services, a fiscally sound operation, and compliance with applicable regulations and accreditation standards. It is expected that all duties are performed in a manner that denotes the team concept and reflects UCSF and ZSFG missions, visions and values.Department Description

The UCSF Vice Dean's Office of the School of Medicine (SOM) located at Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG) serves as a primary point of contact with the School of Medicine, the University, ZSFG executive administrative and medical leadership, the SF Department of Public Health (DPH) and all levels of campus administrators and the public. The Vice Dean's Office provides support to 19 UCSF Departments with approximately 2,500 UCSF Personnel and approximately 900 Residents, Fellows and Medical Students rotating at ZSFG.Required Qualifications

Bachelor's Degree from an accredited institution and/or equivalent experience/trainingMinimum of 8 years of work experience, in a CLIA-certified high-complexity clinical laboratoryMinimum of 5 years of combined experience as a supervisor, manager, or administrative director of a CLIA-certified high-complexity clinical laboratoryCurrent California Clinical Laboratory Scientist License (CLS) issued by the State Department of Health or current ASCP Medical Laboratory Scientist (MLS) CertificationSubject matter expertise in Federal, State, and local regulations that pertain to Clinical Laboratories and the policies, processes, procedures, and standards related to Clinical Laboratory accreditation by agencies, such as, The Joint Commission (TJC) or the College of American Pathologists (CAP) and knowledge of practical methods for achieving and maintaining regulatory complianceExtensive knowledge of finance related to clinical laboratories (examples include budgetary planning, cost-benefit analyses, capital expenses and equipment purchases, contracts, billing, compensation, setting and achieving fiscal goals) in compliance with all applicable lawsExperience leading major operational changes in a complex organizational environmentConsiderable knowledge related to human resources, labor laws and experience managing personnel in a collective bargaining environmentKnowledge of and ability to apply computer and web-based applications (e.g., MS Office, electronic document management, administrative programs) and laboratory information systems and utilize technology to analyze data through queries and visual reviewAnalytical and problem solving skills sufficient to quickly compile and critically analyze information relevant to the responsibilities of the position and summarize findings verbally and in written reportsAble to work independently, under pressure; recognize and resolve problems, adapt and effectively manage multiple priorities in a complex environment while maintaining a high level of organizationExcellent interpersonal, verbal and written communication and leadership skills to effectively communicate through all mediums and with diverse groups, listen actively, persuade and counselAble to effectively teach, coach, assess competency, and provide high-quality feedback to laboratory personnel on all aspects of laboratory managementPreferred Qualifications

Master's in Business Administration or Health Administration and/or equivalent experience/trainingExperience overseeing new Lab Information System implementations or significant upgradesConsiderable familiarity with California Department of Health Services (CADPH) and Laboratory Field Services (LFS) regulationsExperience in leading and maintaining a fiscally sound laboratory operation with a multimillion-dollar annual budget(s)Experience working as a Supervisor, Manager or Administrative Director in a public hospital setting or an academic hospital setting or bothExperience serving on committees or task forces related to laboratory operations (examples may include quality assurance, performance improvement, compliance, biosafety)License/Certification
