Overview

VTG is seeking a Senior Director, Business Operations to help support and develop growing business operations in Virginia Beach, VA.

What will you do?

Cultivate and maintain relationships with customers and prospective customers, influencers, and industry partners. Locate or propose potential business opportunities. Manage various IDIQ contracts and develop winning strategies for obtaining task orders. Design / develop, production, installation, and test & evaluation of C4ISR Maintenance programs. Identify and understand customer requirements and resulting business opportunities. Support the proposal development process and maintain the timelines for the proposal teams. Develop draft proposals based on internal team collaboration. Assist in maintaining the Business Development databases. Communicate business development activity via the Customer Relationship Management (CRM) system. Oversee the execution of all projects within the division, ensuring adherence to budget, schedule, scope, and quality standards. Support internal metrics and forecasting. Implement vision and strategic roadmap for the operations function within a transformational and growth-oriented organization. Plan, execute, and meet financial objectives of a wide variety of ship modernization projects. Manage multiple simultaneous ship modernization projects, each with a project team of shipboard employees, including project managers, production managers, team leads, and support personnel. Responsible and accountable for performance of all aspects of ship modernization projects to include: development of technical approach, staffing plan, bill of material and ancillary services, day-to-day project execution in order to fully achieve contract requirements and deliverables within defined project schedule and financial constraints. Monitor daily work performance and engage as appropriate to resolve emergent issues to keep projects on track. When emergent issues impact project performance, develop estimates of impact to contract cost, schedule, and deliverable requirements. Develop financial and workforce staffing forecasts for upcoming future projects. Analyze the sequence of operations and work flow, and process re-design/re-development to improve efficiencies in installation operations, production facilities, and equipment layouts. Employ analytical and empirical methods for efficient and/or optimal utilization of production facilities and personnel. Perform cost analyses on projects pertaining to cost control, cost reduction, inventory control, and production record systems. Identify and understand federal government customer requirements and resulting business opportunities. Cultivate and maintain relationships with key customers and partners. Identify and manage key partner relationships from routine to complex arrangements; oversee activities of such relationships; support the development of business alliances to achieve financial and growth objectives for the corporation; and provide guidance for the drafting of appropriate contractual arrangements (i.e. Teaming Agreements, Joint Ventures, etc.). Determine areas of growth on ship modernization projects and the financial, manning, and material implications that pertain to it. Monitor risks with current and future projects around schedule, planning, material, resources, and financial implications. Oversee contractual policies and procedures and determine alternative methods to better improve efficiency. Support development of capture plans and proposal strategy for individual opportunities; assist in the development and review of key proposals. Train and develop current project managers and task leads.

Do you have what it takes?

Must be capable of managing IDIQ contracts and winning Task Orders. Prior experience with the U.S. Navy, U.S. Marine Corps, and/or other relevant military or Government experience is strongly preferred. Current experience and relationships within the DoD C5ISR sector, NAVWAR, PEO C4I, NIWC Pacific and Atlantic, NAVSEA, NAVAIR and/or U.S. Naval Shipyards strongly preferred. Must be based in the Eastern US area and have a network of relevant contacts in the local defense community, though the ability to build relevant contacts and develop opportunities will be considered. Ability and willingness to achieve a high-level security clearance; active TS+ security clearance strongly preferred. Eight (8) years of direct work experience with DOD C4ISR or similar program/projects. Seven (7) years of direct work experience, to include: design/development, production, installation, and test & evaluation of C4ISR software maintenance programs. Experience shall include supervising project personnel and/or team, scheduling work, writing proposals and/or preparing bids, and experience ordering and/or transporting equipment and material. Experience may be achieved simultaneously. Experience with DoD C4ISR maintenance, logistics, or business systems preferred, but will consider other relevant industry experience supporting complex solutions as approved by the COR. Individual shall have knowledge of Federal Acquisition Regulation (FAR), DoD procurement policies and procedures, and shall have written and oral communications abilities commensurate with this management role.
