The Research Scientist Supervisor II (RSS II; Epidemiology/Biostatistics) works under the broad administrative direction of the Health Program Manager III of the Substance and Addiction Prevention Branch (SAPB). The RSS II serves as the Substance Use Research and Evaluation Section (SURE) Chief, overseeing the work of two units: the Surveillance and Research Unit and the Epidemiology and Evaluation Unit. The SURE Chief is responsible for providing administrative guidance, leadership, strategy, and scientific expertise related to high-profile subject matter.The incumbent will manage and supervise scientific staff in the development and implementation of surveillance, research, health outcomes, epidemiology, and evaluation aspects of substance use and addiction related programs (e.g., cannabis, alcohol, overdose, and gambling). The SURE Chief will oversee staff who conduct ongoing surveillance, research, and evaluation activities, including conducting analyses and creating reports for dissemination to diverse audiences.The incumbent is responsible for the scientific and research vision of the Branch, supports the development of public health policy, and serves as a spokesperson regarding scientific or data-related issues concerning substance use, addiction, and behavioral health promotion. The SURE Chief will be responsible for ensuring the scientific quality of reporting requirements.The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.
