With over 1,000 legal professionals, including 500 attorneys, the Office provides the City with the highest caliber of legal services, ranging from prosecuting criminal misdemeanors and playing a leading role in criminal justice reform, advising on homelessness initiatives, defending civil lawsuits and claims, and bringing civil enforcement actions. Guided by an overarching commitment to integrity, accountability and transparency, we find great meaning in the work we do and the services we provide.The Land Use Division provides litigation support and legal counsel to the Department of Building and Safety and Department of Planning, all land use commissions and boards, and the City Council. The Division handles litigation in both state and federal court, handling matters involving writs of mandate, CEQA, civil rights, constitutional challenges, declaratory and injunctive relief actions. The Division also is responsible for drafting ordinances relating to amendments to the Los Angeles Municipal Code, specific plans, and zoning and building and safety regulations, as well as participating in the City’s community plan update program. In addition, the Division provides advice, including Brown Act advice, to the Departments of City Planning and Building and Safety, City Planning Commission, Area Planning Commissions, the Cultural Heritage Commission, Board of Building and Safety Commissioners, the City Council, Council Committees and other City Departments and Commissions on selected land use matters, including CEQA, and other special projects.Duties and ResponsibilitiesThe Supervising Attorney supervises approximately 20 lawyers, three paralegals and members of the support staff team on all aspects of oversight of the Division to assure that the City’s interests are effectively represented in advice, development of ordinances and litigation. Duties and Responsibilities include:

Developing and maintaining strong, collaborative employee and client relations, ensuring consistently high-quality work product, efficiency in operations, and appropriate staffing assignments;Overseeing and providing procedural, substantive, strategic and ethical guidance to the Division’s attorneys on advice, ordinances, and litigation matters;Overseeing all advice, legislative drafting, and litigation matters;Interacting directly with City leadership, specifically the City Council and its Planning and Land Use Management Committee, Department heads, and the City Attorney and Office Executive Management on land use matters and special projects handled by the Division;Overseeing the training and mentoring of the Division’s attorneys and staff, and regularly providing hands-on and in-person support, guidance and feedback to all employees in the Division;Working closely with the Branch Manager to achieve Office priorities and goals;Collaborating with other sections of the Office to assure integrated, consistent advice and, as needed, serve as lead attorney on selected matters handled by the Division.Requirements

Ten years of legal practice, with ten years of advising City departments and decision makers and drafting ordinances, as well as at least five of those years also including various aspects of litigation;Knowledge of the City Charter and the Municipal Code, including Chapter I, Zoning and Planning, and Chapter 5, Building Code;Knowledge of and working experience with state land use statutes, including but not limited to, housing laws, Subdivision Map Act, Brown Act, Public Records Act, state Planning and Zoning law, and CEQA;Strong analytic, organizational and problem-solving skills, the ability to prioritize, and concurrently complete multiple assignments;Strong written and oral communication skills;Excellent ordinance drafting and case evaluation skills;Licensed to practice law in all courts of the State of California and in the United States District Court for the Central District of California.Desirable QualificationsExperience in a supervisory or lead capacity overseeing attorney work.ClassificationPlacement in this position by a current City Attorney employee will initially be as a lateral transfer with the selected candidate assuming the position in their current classification, pending at least six months of satisfactory performance.Writing SampleCandidates are required to submit two writing samples, one of which must be a complex ordinance, personally drafted by the applicant.Benefits OfferedMedical, Dental, VisionLife InsuranceDisability InsuranceTax-Advantage Spending AccountsRetirement Plan (LACERS)Deferred Compensation Plan (457(b))Employee and Family Assistance ProgramPaid Time Off13 Yearly HolidaysWork Location : City Hall East, 200 N.
