WHAT IS THE RESEARCH, APPLIED ANALYTICS AND STATISTICS DIVISION?A description of the business units can be found at:Vacancies will be filled in the following specialty areas:Research, Applied Analytics and StatisticsThe following are the duties of this position at the full working level of GS-13.Plans and carries out major projects for collecting detailed economic data from tax and information returns and other primary sources.Takes a leading role in managing all project areas which includes determining user requirements, program content, sample design, information systems design, training field personnel, and data collection and correction procedures.Ensures file delivery and data publication.This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. To be eligible for this position you must meet the following basic requirement (positive education requirement): You must have a bachelor's or higher degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.ORA combination of education and experience. The education must include courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. Examples of qualifying experience include: a. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusion and report preparation; b. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or c. Teaching assignments in a college or university that included both class instruction in economics subjects and include one of the following: (1) personal research that produced evidence of results; (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in economics.SPECIALIZED EXPERIENCE GS-11:
Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal Service. Examples of specialized experience includes: Experience with the methods and principles of economics and their application to research projects; experience applying statistical principles and practices; experience in current research procedures and techniques; experience with economic significance of the information reported on the tax returns, present and prior tax laws, and the impact of proposed law changes on research projects.ORYou may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in economics.ORThree (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in economics.ORA combination of qualifying education and experience equivalent to that described above.SPECIALIZED EXPERIENCE GS-12:
Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal Service. Examples of specialized experience includes: Experience applying quantitative techniques to analyze and address complex and multi-disciplinary issues pertaining to strategic planning, public policy, or public administration and to provide senior management with economic analysis of major issues, to extend & refine existing methodologies, and to develop new approaches to the analysis of assigned topics and to prepare policy options with the action plans to implement them.SPECIALIZED EXPERIENCE GS-15:
Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal Service. Examples of specialized experience includes: Experience with the principles, concepts, and theories of economics and experience in using these as a framework for analysis. Experience with quantitative skills and the application of quantitative techniques to analyze and address complex and multidisciplinary issues pertaining in the social sciences in general and to tax administration, public policy, or public administration in particular or relevant and transferable experience in other areas.Education
