The Center for the Advanced Study of Teaching and Learning (CASTL) in the School of Education and Human Development (EHD) seeks to hire a Data Scientist to join the Virginia Connects for Kids (VAConnects) team. VAConnects is a coordinated and integrated data system shared between state data collection initiatives (Virginia Language & Literacy Screening System, Virginia Kindergarten Readiness Program, LinkB5). The incumbent will provide sophisticated data management and analysis to support faculty, staff, and students engaged in research-practice-policy partnerships with state agencies and educational organizations across the Commonwealth of Virginia. Faculty at EHD have developed a set of partnership initiatives related to statewide early childhood, K-12, and higher education.This Data Scientist will lead the development and ongoing use of cross-initiative analytic datasets and data products, internal procedures for data governance and data sharing, and research access and publication processes.This role and project provide an exciting opportunity to create a novel solution by bringing together several state initiatives with proven records of collecting data to shape public policy in education. It will contribute to our understanding of how early experiences can shape children’s developmental outcomes.This will be a fully remote position.Role and Responsibilities:

Manage internal and external data teams in the creation of systems to create and house cross-initiative datasets and products in preparation for analysis and dissemination.Develop and implement data governance systems including documenting processes for data collection, data dictionaries, data access, and other documentation for cross-initiative datasets.Lead the development and ongoing use of cross-initiative analytic datasets and data products.Design and implement internal procedures for data requests, sharing, and utilization of data to facilitate research across projects.Track data use for research purposes to reduce redundancy.Manage and develop new RUDA agreements as needed, and consult to ensure consistency across existing and new initiatives.Develop protocol for obtaining, maintaining, and tracking IRB protocols to conduct research.Coordinate with faculty and data specialists who are involved with the core function of data integration and data analysis.Required Skills:

Master’s degree.3 years of relevant experience.Preferred Skills:

Significant preference will be given to those candidates who meet some or all preferred qualifications. Candidates are strongly encouraged to submit a cover letter detailing how their experience and qualifications align with the following:At least 4 years of relevant post-degree experience (e.g., database management, data analysis, data documentation).Experience working in Azure cloud environments.Experience working with developers to maintain and improve data storage solutions (both on-premises and Azure instances).Ability to ingest data into SQL or NoSQL databases.Ability to perform data transformations such as aggregations, joins, or data cleaning.Experience drafting data-sharing agreements.Experience working with education data.Excellent communication skills.Strong collaboration skills.Ability to work with multiple PI’s and members of their teams.Ability to manage multiple tasks with accelerated deadlines.Demonstrated ability to present complex data across a wide range of stakeholders.Compensation Information:

Salary $94,000 - 100,000 commensurate with education and experience, includes UVA benefits.Application Instructions:
