OLS is comprised of four legal teams: the Operations and Administrative Litigation (OPAL) team; the Center for Health Care Quality (CHCQ) team; the Public Health Programs (PHP) team; the Regulations, Privacy, and Special Projects team.This position is for the Operations and Administrative Litigation team, which represents the Department in complex administrative hearings involving appeals of actions taken by Department programs including the Center for Health Care Quality (CHCQ), Licensing and Certification Division, the Women, Infants and Children (WIC) Division, the Food and Drug Branch and Cannabis Safety Division (including the S.T.A.K.E. Act Enforcement Unit), and the Human Resources Division (HRD). The Operations and Administrative Litigation team also serves as house counsel to the HRD and the Office of Compliance, including the Civil Rights Unit.Job Description And Duties

The Attorney III is responsible for the difficult, complex and sensitive legal issues for the Department and is assigned those cases involving critical fiscal, policy, and political impact on the Department. The incumbent must be capable of independently handling administrative litigation in all phases of litigation (case development, discovery, motion practice, hearing preparation, hearing practice, and Attorney General's Office appellate support/liason if the matter is appealed) while also exercising good judgement of the larger impact of their individual caseload. Must possess demonstrated ability to, with minimal supervision, prioritize workload and manage multiple projects with short-term deadlines and possess excellent analytical, research, and communication skills (both written and oral). The Attorney III may also be called upon to review written materials or provide training for other attorneys on their team in the absence of the Operations and Administrative Litigation team's Senior Assistant Chief Counsel and Assistant Chief Counsel. An Attorney III does not supervise lower level attorney staff, but may act in a lead capacity. The incumbent must have demonstrated ability to function under pressure in politically sensitive situations and gain the confidence of management, the Director’s Office, and control agencies.The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.
