Senior Systems Engineering Manager
in San Diego, CA. You will apply your knowledge and expertise to perform technical engineering and program management support of satellite and ground network infrastructures for the Mobile User Objective System (MUOS). Your primary responsibilities will be to work with the Program Office leadership in managing their technical road maps and operational improvements by converting their plans into executable tasks for new and existing contracts. You will also assist in the office’s International Outreach efforts and management.

ResponsibilitiesAs a Senior Systems Engineering Manager with MTSI, you will apply your knowledge and expertise to perform technical engineering and program management support of satellite and ground network infrastructures for the Mobile User Objective System (MUOS). Your primary responsibilities will be to work with the Program Office leadership in managing their technical road maps and operational improvements by converting their plans into executable tasks for new and existing contracts. You will also assist in the office’s International Outreach efforts and management.
Your essential job skills and functions will include but may not be limited to:Experience in satellite communication systems with a knowledge of space-based satellite networks and communication links.Designing, delivering, and supporting global satellite and terrestrial telecommunications systems with leadership responsibilities for design trades, cost analysis, and system-level architectures.Knowledge of space industry standards: Understanding industry-specific standards and regulations related to space systems for compliance and operational efficiency.Strong ability to analyze requirements based on scientific and engineering guidelines, including hardware, and software technical baselines.Providing recommendations on systems integration and engineering baseline changes and assessing the technical maturity and risk of development projects.Assessing and integrating engineering activities across multiple projects and multiple program areas.Preparing, reviewing, and editing reports and briefings.Attending project meetings and reviews to include technical interchange meetings, design reviews, and program management reviews.Experience with creating and providing analyses of program data by transforming information into reports to assist staff in programmatic and management decisions.
QualificationsMinimum eight (8) years of experience in systems engineering and program management.Experience creating, editing, and reviewing technical materials for Department of Defense (DoD), Space Force/Navy acquisition programs, or related agencies.Demonstrated ability to work in a fast-paced, dynamic environment.Strong oral and written communication skills.Strong analytical and problem-solving skills.
Qualifications DesiredExperience working in DoD or Intelligence Community environment and acquisition programs.Extensive experience in development of briefs, reports, and other written communication materials for review at the Flag/SES level.Experience working satellite communications programs, particularly military UHF SATCOM, global Navy shore networks, and commercial or military WCDMA communication systems.Experience on high-visibility or mission-critical programs with ability to perform all functional duties independently.
Other RequirementsTask performance required on-site at Narrowband SATCOM Acquisition Delta (CGN) office - San Diego, Naval Base Point Loma Old Town Campus approximately two days per week and additionally as required for in-person meetings and working groups. Must reside within local commuting distance of San Diego.Travel approximately 20 days per year as required.
Education RequirementsBachelor’s degree in science, technology, engineering, or related field.Master’s degree, (Desired).PMP, DAWIA PM Level II or Equivalent.
Clearance RequirementsActive DoD Secret clearance to start.Active Top-Secret Clearance, (Desired).U.S. Citizenship is required for this position.
The pay range for this position in California is $155,000/year to $175,000/year; however, base pay offered may vary depending on established government contract wages, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
