The mission of the Chicago Department of Public Health is to work with communities and partners to create an equitable, safe, resilient and Healthy Chicago.ROLE SUMMARYThis role will provide comprehensive support to the Chicago Department of Public Health’s (CDPH) Bureau of Contracts, Finance, Grants & Development, and will have full responsibility for providing accurate, timely, business-oriented legal advice in support of projects that are time-sensitive, highly visible internal and external to CDPH, and key to CDPH’s mission. In this position you will also be expected to work to acquire knowledge and expertise and take on responsibility in other areas spanning the broad scope of CDPH operations. role reviews and negotiates contracts, grant agreements, intergovernmental agreements, memorandums of understanding and other legal instruments (collectively “Contracts”) on behalf of CDPH. This position evaluates compliance with local, state, and federal laws and represents CDPH’s view to other City departments and parties. The Attorney provides the Bureau's stance on legal matters in meetings within CDPH, with other City departments, other public jurisdictions, or private parties.ESSENTIAL DUTIES & RESPONSIBILITIESSupport drafting and negotiating Contracts and subcontracts for CDPH activities.Support the development and maintenance of standard form terms and conditions and templates for CDPH agreements.Support and resolve legal inquiries efficiently and effectively.Deliver legal and compliance support as a subject matter expert on relevant laws and regulations applicable to CDPH operations.Support the management and resolution of all disputes related to assigned activities and effectively oversee and manage outside counsel as needed.Advise and counsel key CDPH personnel on all stages of procurement and contracting.Develop and deliver training materials and/or programs on relevant legal topics to minimize CDPH’s risk exposure and costs and to support a culture of compliance.Provide risk identification and analysis, and incorporate appropriate risk mitigation strategies into legal advice and support.Maintain strong commitment to the implementation and perpetuation of values and ethics.Interact with other City departments, such as Department of Law and Office of Budget Management, to execute Contracts effectively and efficiently.Keep up to date on all relevant laws related to assigned duties.May oversee the activities of less experienced Bureau staff.Perform other duties as assigned by supervisor.Abide by and be responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.Contribute effectively within a diverse workforce, and uphold CDPH’s commitment to equity, diversity, and inclusion.POSITION REQUIREMENTSEducationGraduation from an American Bar Association (ABA) accredited law school.ExperienceThree years of work experience in the legal profession as a licensed attorney.Licensure or CertificationsAdmission to the Illinois Bar (or eligible for admission on motion to the Illinois Bar pursuant to Illinois Supreme Court Rule 705).OTHER SKILLS, ATTRIBUTES, AND ABILITIESAdvises management on legal issues related to departmental operations as they are affected by local, state, or federal laws, statutes, or contracts.Researches legal requirements as they pertain to the department's operations to advise management on same.Works with the Department of Law, as needed, in investigating circumstances and facts and interviewing witnesses regarding complaints, arbitrations, and lawsuits involving the department and staff.Maintains records and prepares reports on legal procedures for department management.Reviews and interprets various documents (e.g., legal documents, requests for information, contractual requirements, legislation, performance bonds) for department management.Drafts legal documents (e.g., letters, memoranda, contracts, contract close-out letters, personnel charges) in response to subpoenas, Freedom of Information Act requests, and other requirements for information and ensures documents conform to the law.Meets with community members and attorneys representing the City, other public jurisdictions, or private parties regarding issues affecting the department and advises them or states the department's position on legal matters.Oversees related work of staff in other departments (e.g., accountants, engineering technicians, administrative assistants) and/or outside vendors, as required.Conducts training for staff (e.g., other departments, contract staff) in relevant legal issues, including creating and updating training curriculum and materials and ensuring that training curriculum withstands failure to train lawsuits, as required.Testifies as an expert for the Department of Law as needed.Evaluates department’s compliance with local, state, and federal laws (e.g., HIPAA and other privacy and confidentiality laws), ensuring a sound legal basis for programmatic activities.Responds to requests from Inspector General's office and to legal questions from staff in other departments.Assists in the development of departmental policies, procedures, and programs, as required.APPLICATION INFORMATIONApplications for this position will be accepted until 11:59 pm CDT on 11/3/2023.NOTE:
