Annual Salary is up to $85,000 based on experience, plus a comprehensive benefits package.

Job Description:

The Oklahoma Water Resources Board is a state agency responsible for managing, monitoring, planning for, and financing the state's water resources and infrastructure. We are seeking a full-time Assistant General Counsel and Fund Manager to join our team.

Assistant General Counsel and Fund Manager

Division:

Financial Assistance

Location of Work:

3800 N. Classen Boulevard; Oklahoma City, OK 73118

Trial Period:

12 months

Travel:

Occasional overnight or 3–4-day travel for training & conference attendance is required.

Typical Functions:

Review loan and grant documents necessary for closing.

Provide advice and guidance on legal issues to the Financial Assistance Division.

Assist with the debt issuance process, including preparing requests for proposals for service providers.

Review bond issue documents and coordinate closings.

Work on annual disclosure filings and review/update Disclosure Policy.

Prepare updates on rules for the Financial Assistance Division and the rule impact statement.

Create, review, and finalize contracts for Division needs.

Act as Funds Manager for Division.

Knowledge, Skills, Abilities and Competencies:

Knowledge of applicable state and federal laws; trial and hearing procedures; methods for conducting legal research. Skills include critical thinking, written and oral communication, and attention to detail. Abilities include presenting facts and law, analyzing and applying laws and regulations, conducting legal research, and providing leadership.

Education and Experience:

Level II:

Juris Doctor degree from an accredited law school, a license to practice law in Oklahoma, and two years of legal experience.

Level III:

Juris Doctor degree from an accredited law school, a license to practice law in Oklahoma, and five years of legal experience.

Special Requirements:

Must abide by the Oklahoma Rules of Professional Conduct and comply with Oklahoma Statutes.
