The primary responsibility of this role is to provide human resources and staffing professional services and solutions related to the development of position descriptions, manpower surveys, personnel record transactions, and organization charts in support of human capital management.Key Responsibilities:Develop position descriptions (PDs) using Office of Personnel Management (OPM) documentation aligned with each series, including factor levels and grade levels for specific job titles with desired role functions for new and current organizations and positions.Provide detailed analysis and recommendations for improving the utilization of human/manpower resources to meet current and/or new missions.Complete required paperwork/packages to meet standards for hiring and onboarding personnel.Ensure the development of final Position Description Packages that meet intended classification goals.Manage and track full visibility over all personnel actions, providing advice and assistance in all stages of the approval, classification, and recruitment processes.Evaluate current and proposed Logistics organizational structures while ensuring alignment with leadership strategic objectives and current requirements.Identify and propose options to address gaps, such as changes in positions/roles, additions of roles, and specific capabilities required to address known requirements.Create and support change management and communication plans to support the implementation of new or modified organizational designs.Apply and adapt standard management principles, techniques, and methods to various operational areas to clarify, appraise, refine, alter, or improve present operations.Conduct functional area work analysis and build a work requirement listing.The position operates on a hybrid work schedule, requiring on-site presence of up to five days every pay cycle at the Department of Veterans Affairs, 811 Vermont Avenue NW, Washington, DC 20420.Minimum Qualifications:Bachelor’s Degree.5 years of relevant industry experience.Proficient in developing position descriptions and conducting job analyses.Experienced in workforce planning and developing placement strategies.Skilled in managing and tracking personnel actions throughout the approval, classification, and recruitment processes.Preferred Qualifications:Master’s Degree.Knowledge of OPM documentation and standards.Experience with change management and communication plan development.Familiarity with evaluating and improving organizational structures and alignment with strategic objectives.Experience working with the Department of Veterans Affairs or other federal agencies.Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.Must be able to obtain and maintain the required federal public trust clearance for this role.Compensation:Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.The proposed salary range for this position is $100,000 - $120,000.Blue Water Thinking offers a comprehensive benefits package including health insurance (medical, dental, and vision), paid time off, federal holidays, and a matching 401K plan.Our Commitment to DiversityBlue Water Thinking, LLC (BWT) is an Equal Opportunity Employer.
