POSITION DESCRIPTION & OVERVIEW

Payroll Manager

Reports To:

Director of Finance with dotted line reporting to Deputy Director of Human Resources, Diversity, Equity & Inclusion

Schedule:

Mon - Fri, 40 hrs./week, Hybrid

Compensation:

$90,000-$95,000

This position plays a critical role on the team managing all aspects of Payroll for the organization. It oversees one Payroll Clerk and reports to the Director of Finance.

PRIMARY DUTIES AND EXPECTATIONS

Implement, maintain and review payroll processing and accounting systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments and other deductions.

Ensure payroll is paid to all union & non-union employees accurately and timely in accordance with acceptable accounting, cost reimbursement and benefits administration principles.

Prepare, submit and monitor compliance with 401(k) administration and ERISA compliance.

Monitor and adjust employee wage statements related to short disability and work compensation administration.

Implement policies and procedures governing all payroll functions.

Ensure compliance with internal controls and applicable federal and state regulations including Form 940/941 filed through HRIS and unemployment to ensure quality assurance.

Collaborate with HR and liaise with auditors and manage payroll tax audits for successful 401k and benefits audits.

Coordinate and ensure timely processing and distribution of W-2's and 1095-C forms to employees.

Prepare monthly reconciliations of all Payroll and Benefits related general ledger accounts.

Responsible for accuracy of quarterly and annual reporting requirements.

Supervise employees including making decisions about hiring, evaluating work, scheduling work assignments, work procedures, resolving conflicts, providing training and development necessary for proper payroll processing.

Support and oversee the day-to-day operations of the payroll function.

Stay abreast of changes both at the state, federal and local levels that impact payroll and identify and recommend updates to software, systems, and procedures related to timely and accurate payroll processing.

Collaborate with HR team for seamless administration of the payroll function.

Serve as a liaison to other team members, including interacting with managers across the agency to ensure proper understanding of payroll processing and associated procedures.

Manage HRIS upgrades and enhancements.

Identify and implement improvements to payroll procedures and effectiveness.

Communicate with employees to answer payroll related questions.

Lead periodic staff development sessions related to payroll and associated benefits.

Perform other duties as assigned.

Qualifications

Bachelor's degree in accounting, finance, business administration or related field (or 2 year degree with significant work experience).

5+ years of payroll management experience (union experience preferred).

Payroll Management System Administrative experience (iSolved preferred).

Payroll Manager role experience with ERP (Intacct preferred).

2+ years of supervising and developing staff.

Customer service mindset with a can-do attitude and excitement about working with employees.

Must have the ability to explain complex payroll issues to team members not steeped in payroll administration.

Working knowledge of fund and grant accounting, journal entries and general ledger reporting.

Familiarity with Form 5500.

Ability to prioritize tasks, work independently to meet deadlines.

Exceptional organizational skills and attention to detail to proactively plan for upcoming strategic and operational requirements.

Strong written and verbal communication skills.

Proficient using Excel and other Microsoft Office applications.

Ability to maintain confidentiality of sensitive materials and information.

Must be able to pass a background check.

Experience that gives applicants the required skills, abilities, and perspectives listed above are commonly gained through one or more of the following:

Personal experience with homelessness;

Experience working, interning, or volunteering with people experiencing homelessness;

Bachelor's, or Master's degree in a relevant field such as Accounting, Finance, Business Administration a Master's degree in one of the aforementioned fields is a plus.

REFERRAL BONUS PROGRAM

Agate Housing and Services offers a $250 bonus to employees who refer qualified candidates for current openings. To be eligible for rewards, candidates must be hired as permanent full or part-time employees (this excludes on-call, employees, temporary employees, interns, or contract workers).
