is recruiting for a permanent, full-time Data Architect (Information Systems Specialist 8) to assess, design, develop, and manage enterprise data strategy and databases in terms of efficiency, effectiveness, and security while providing support for Business Intelligence visualization frameworks.While this recruitment is an internal and external opportunity, internal OLCC applicants will be given preference during the application review process.Who are we?The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing, and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act.The following list represents the general responsibilities of the Data Architect:Building database systems of high availability and quality depending on each end user’s specialized role.Designing and implementing databases in accordance to end users’ information needs and views.Identification and management of agency Data Ownership.Leads data systems architecture, design and development policy, procedure, and standards.Provides leadership in re-engineering and integrating business processes and technology to achieve strategic program goals.Informing end users of changes in databases and training them to utilize systems.Ensures uninterrupted operation of strategic, mission-critical information systems with time, revenue, and public safety implications.Provides highest level of technical problem escalation for data or interface related problems affecting mission critical operations or interfaces with state or national business partners.Responsibility for maintaining the integrity and performance of enterprise databases.Coordinates high-level, cross-functional teams to achieve complex, strategic business goals through the application of information systems development.Performs high-level data systems monitoring, troubleshooting and tuning for issues of performance, integrity and consistency across multiple databases and interfaces.What do you need to qualify?Seven (7) years of information systems experience in IT database architecture and administration; OR An Associate’s degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND Five (5) years of information systems experience in IT database architecture and administration; OR A Bachelor’s degree in Computer Science, Information Technology, or related field; AND Three (3) years of information systems experience in IT database architecture and administration; OR Master’s degree in Computer Science, Information Technology, or related field; AND One (1) year of information systems experience in IT database structure and administration.What we are looking for:Extensive knowledge of information technology policies, practices, and processes, specifically as it relates to data security, data management, and data governance.Experience working closely with project teams, software developers, technical support groups, and external vendors to ensure a smooth implementation and operations of database services.Expertise in developing and maintaining a technical roadmap for a data strategy ensuring currency of the database environment including scalability, capacity planning, system performance, and data recovery.Knowledgeable in business intelligence (BI) concepts analyzing complex sets of data to determine recommendations for business performance and improvement.Demonstrated experience transitioning data infrastructure to cloud computing databases and Software as a Service technologies.Ability to implement security measures and database hardening to safeguard sensitive information and prevent data loss.Certification in Data Architecture, Database Administrations, Business Intelligence, or Cloud Computing.How to Apply:Internal Applicants (Current State of Oregon Employee) – MUST apply through your employee Workday account.External Applicants – Please visit the State of Oregon job opportunities webpage to submit your application for the position.Upload and attach your resume and cover letter in addition to completing your job history and education details in Workday.THE OREGON LIQUOR & CANNABIS COMMISSION IS AN EQUAL OPPORTUNITY, AFFIRMATIVE ACTION EMPLOYER COMMITTED TO WORKFORCE DIVERSITY
