Description
Monitor the work of the MWBE Coordinator for compliance of local and state regulations. Collaborate with MWBE Coordinator on issues involving minority business operators and supplies seeking to perform work with CCAA. Administers the DBE ACDBE and Title VI programs in compliance with Federal Aviation Administration (FAA) guidelines and CCAA business operational goals to ensure continued FAA grant funding.
Create, implement, and update CCAA's DBE, ACDBE, Title VI and Community Participation Plan program policies and procedures.
Consider and recommend options for program effectiveness and determine courses of action to implement new strategies and techniques to ensure program improvement. Research, compile and report statistical data and other information as required by the United States Department of Transportation. Interprets federal regulations and determines methodologies used to develop, monitor, and report DBE and ACDBE program goals to the FAA and related activities required for CCAA contracting opportunities.
Determine the method and maintenance of accurate records necessary to gather and analyze data required for program reporting, goal development methodology and uniform reporting of DBE and ACDBE awards or commitments and payments.
Coordinate with departments and CCAA management to determine DBE/ACDBE goals for CCAA contracts for construction, professional and nonprofessional services, RFQs/RFPs, and procurements; and establish methodologies to monitor and achieve goals.
Attend pre-bid and pre-award meetings to ensure interested contractors and subcontractors are knowledgeable of contract requirements as related to the DBE/ACDBE program. Evaluate procurement and contract solicitations to ensure compliance with FAA requirements as required for DBE/ACDBE participation; and monitor projects to ensure compliance
Identify, investigate, and recommend solutions to resolve issues/complaints/protests involving public challenges that arise in the administration of the DBE, ACDBE and Title VI programs.
Represent CCAA at outreach events and activities to educate small/disadvantaged businesses about contracting opportunities and to improve DBE participation. Advise CCAA management on DBE matters and achievement. Manage the Title VI compliance program and processes; obtain, examine, and evaluate data and other information to determine any key issues to develop best practices; develop agreements, action plans, communication plans, and other process/project documents to organize resources to implement agency wide and coordinate with internal and external partners, stakeholders, and constituents to implement strategies.
Requirements
Requires the level of formal education typically acquired by the completion of a Bachelor's Degree. Requires moderately extensive vocational experience. Involves knowledge and comprehension of techniques, information, methods, procedures, which are related to specific jobs and which can be acquired from some combination of vocational training, apprentice training, on the job training, or essential experience in lower level jobs during a period of minimum 5 years.
Specific License or Certification Required: Must possess and maintain a valid South Carolina driver's license. Certified Professional in Supplier Diversity (CPSD) is desirable.
