Job SummaryThe District of Columbia Department of Energy and Environment (DOEE) seeks an Attorney Advisor to work in the Office of the General Counsel. The office provides legal advice and support for DOEE-administered programs that make Washington, D.C. one of the greenest cities in the world. DOEE administers programs to address climate change, resiliency, and sustainability, and implements and enforces laws to protect public health and the District’s air, water, soil, and wildlife. DOEE also develops and implements cutting edge energy and sustainability initiatives, including building energy benchmarking and performance standards, deployment of solar and other green energy alternatives, green workforce development, and energy assistance for low-income households. DOEE is committed to the principles of justice, equity, diversity, and inclusion across the agency and in all of its programs.The DOEE Office of General Counsel is a full-service legal office, advising department management and staff on all legal issues involving the administration and operations of the department.Duties And ResponsibilitiesThe Incumbent of this position provides legal advice, conducts extensive and detailed legal document research dealing with proposed laws and amendments to existing laws; superseded laws and regulations; and the legislative history of federal and District laws and regulations. Review, research and prepare office responses by management to selected and sensitive and often confidential inquiries and correspondence from the Mayor, members of the Council of the District of Columbia, officials of the District and federal government and surrounding jurisdictions, members of the private sector, both individual and organized, and the general public.Represent the agency in complex administrative hearings, and prepare evidence, briefs, motions and other documents to support cases as necessary. Keep abreast of judicial, agency, and other changes in laws and regulations related to the function of programs and the recommendation of appropriate courses of action. Assist in reviewing and revising directives and correspondence, including standard operating procedures, inspection reports, reporting requirements, and other legal documents related to enforcement actions.Qualifications And EducationMust possess an LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment. Must have at least one (1) year of Post J.D. professional legal experience.Licenses and CertificationsThe candidate must be a current member of the District of Columbia Bar in good standing or be eligible to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.Working Conditions/EnvironmentWork is performed in an office setting.Other Significant FactsCandidates will only be able to submit the application once, and will not be able to return to add attachments or make any changes to their application once it has been submitted.Tour of Duty:
