The focus of PMS 400D continues to be ship design and production, including a full range of engineering and program management. This work is performed in conjunction with serial production of ships, is enduring, not inherently government, does not affect policy, and increases the design performance capability of the DDG 51 Class ships before Government final acceptance.Reporting to the Program Manager, the Financial Analyst is responsible for supporting the overall management of business financial operations, cost estimation and analysis, planning, programming, budgeting, and execution of programs and projects on the PMS 400D Professional Support Services contract. This position is located in Washington, D.C.What You'll Do

Provide financial and management support for DDG 51 budget development, documentation, revision, update, and associated reporting in compliance with Navy, Office of the Secretary of Defense (OSD), and President's Budget (PB) submission timelines and the PPBE cycle requirements.Utilize Programming and Budgeting Information System (PBIS) Database, PBIS Web, PDOCS, RDOCS, COBRA, and the Budget Planning System (BPS) in preparing and analyzing budget exhibits, monitoring, and controlling budgets.Support out-year budgetary forecasting, conducting cost analysis to determine and justify program positions and budgetary adjustments.Provide overarching budget and financial support for the POM process.Assist in the preparation of DDG 51 NAVSEA Form 7300s submissions, SCN ER inputs and PARM Reviews.Provide guidance and support for the development, analysis, and management of Task Planning utilizing NAVSEA Enterprise Planning System (NEPS) and Task Planning Sheets (TPSs).Utilize Navy ERP and associated accounting systems to develop, update and maintain project structures; allocate funds, prepare funding documents and PRs; plan, analyze, report, and reconcile financial performance and accounting.Utilize Microsoft Office suite of tools to support budgetary and financial analyses, develop reports and briefs regarding program status, progress, financial performance, or other information applicable to senior leaders, Program Managers, Branch Heads, DoD Officials and/or Congress.Support IPTs to improve, develop, update, and/or maintain standard operating procedures and training material for PMS 400D business and financial management processes.Maintain records of historical execution and associated documentation.Bid and proposal support if requested.Other duties as assigned.What We're Looking For

Required Qualifications:

An active secret clearance is required to be considered for this role.Bachelor's degree from an accredited university is required. Five (5) additional years of experience providing financial management support to DoD/DoN may be substituted in lieu of a degree.At least two (2) years of experience providing financial management support to DoD/DoN.Demonstrated experience working within Navy Enterprise Resource Planning (ERP) to build structures, build and pull financial reports, execute Purchase Requests (PR), and provide other Echelon II support services.Experience with budget/cost estimating, task planning, analysis, reporting and reconciliation.Proficient with Navy accounting and financial systems and processes including Navy ERP, PBIS Database, PBIS Web, PDOCS, RDOCS, COBRA, BPS, NAVSEA Enterprise Planning System (NEPS), as well as Task Planning Sheets (TPSs).Familiarity with shipbuilding contracts and contract structures.Familiarity with Navy budgeting cycles and funding allocation.Familiarity with GFE budget management and 7300 development.Self-motivated, possess strong analytical skills and be customer oriented.Clearly communicate ideas to others verbally and in writing.Highly experienced and proficient with standard business tools such as Microsoft Office suite (i.e., Excel, Word, PowerPoint and/or Project) and web-enabled collaboration platforms/applications.Must possess basic computer literacy and data entry skills.Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).Strong attention to detail and organizational skills.Excellent verbal and written communication skills.Demonstrated problem-solving skills.Must possess strong time management skills.Must be able to work in a fast-paced, changing, and challenging environment.Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.Desired Qualifications:

Four (4) or more years of experience providing financial management support to DoD/DoN.Experience with cost estimating and Earned Value Management.Knowledge of interdependencies within and between Navy Financial, Accounting and business systems.DAWIA Level II BFM Certification Industry equivalent.INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $65,000 - $150,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits. The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
