Purpose/Position Code/Classification/Level/Work RelationshipsOversee all financial planning, accounting and Financial Services for the institution.ADMFVP01110Administration, VIIExempt, Non-Bargaining UnitReports to: PresidentSupervises: Accounting and Business Office StaffPrincipal working relationships: President, Board of Trustees, President’s Cabinet, Vice President of Academic Services, Vice President of Student Development, Associate Vice President for Institutional Resources, Faculty, Staff, and Cabinet Members.Primary Responsibilities:Serve as the Chief Financial Officer and Treasurer to the Board of Trustees.Serve as Treasurer on the Carl Sandburg College Foundation Board.Act as chief investment strategist for the board and provide leadership, guidance, and advice on short- and long-term investment strategies for the college’s investment accounts in consultation with organizations managing the college’s ISDLAF funds.Provide leadership and advice for management of college assets related to strategic investment or expenditure in support of strategic development of physical plant, information technology, academic support services.Provide leadership for the management of the college foundation assets in consultation with investment brokers engaged by the college.Develop and maintain long range investment and spending strategies for the college regarding the college and foundation investment portfolios.Work closely with president and cabinet to monitor and establish investment and spending practices to support the college’s strategic plan.Advise and provide counsel for college leadership regarding financing and planning for major system changes and improvements impacting the institution.Establish support for leadership and provide financial guidance on models which increase efficiency and sustainability for the physical plant, computer systems, and energy consumption.Provide guidance and leadership in the financial modeling used to determine energy costing and systemic improvements to electricity, water, and gas utilities.Provide guidance for expansion and improvements to the college’s physical footprint.Provide advice and financial planning for future acquisitions or improvements to college property.Lead, manage, and provide long-range planning for strategic use of college resources including but not limited to management of the college’s debt load; expansion and management of bond debt; strategic management and monitoring of the college’s tax levy.Provide strategic management of PHS levy and financial support for the development of college capital improvements through the state RAMP program.Develop financial planning models to support the strategic plan for the college to allow for different scenarios regarding funding and enrollment growth.Provide support for college leadership in developing financial strategies to ensure that all areas and systems continue to grow sustainably.Anticipate possible challenges and provide financial forecasting models to deal with changes in funding or enrollment growth.Collaborate with college leadership to mitigate risk and ensure security in all financial management and tools.Oversee and monitor systems to limit exposure due to fraud or compromise of the college’s systems.Lead and oversee all state and federal reporting to ensure accurate and timely submission of reports.Develop and maintain accounting principles, practices and procedures that ensure accurate and timely financial statements.Oversee the processing of all transactions, general ledger preparation, financial reporting, year-end audit preparation, and the support of budget and forecast activities.Engage with all aspects of the college’s finances and support the college administration in developing strategies, policies, and objectives.Perform risk analysis to assess areas of improvement in all aspects of financial management, improve business processes, identify opportunities for investment, and minimize risk to the institution.Attend required conferences and meetings. Serve as college representative on the CFO officers’ groups and other state and national boards as appropriate, including but not limited to meetings of the Board of Trustees, Administrative Staff and other related meetings impacting instruction.Serve as a member of the President’s Cabinet.Oversee all aspects of the business office and provide regular reports to the cabinet.Oversee and direct all financial operations at the college.Train, as needed, faculty and staff on continuous improvement processes and methodologies.Risk-Management and Loss-Prevention Activities:Actively participate in and carry out activities in support of the college risk-management program in a capacity appropriate to this position.Monitor conditions, events, and circumstances present in the college operation to avoid potential torts or injuries to students, staff, or the general public, and then communicate observations to the appropriate supervisor and/or Risk-Management Committee.Maintain a working knowledge of the college’s emergency procedures and how to operate emergency phone systems, including internal/external call boxes.Minimum Necessary Education, Skills, and Experience:Master’s degree in accounting or finance required. Doctorate degree preferred.A minimum of five (5) years previous public accounting or accounting management experience required.Supervisory experience required.Experience in Higher Education preferred.Knowledge of general accounting principles.Knowledge of payroll accounting.Proficient in using automated systems.High degree of accuracy and problem-solving skills.Strong computer skills including word processing, database management, and spreadsheets.Excellent verbal and written communication skills.Ability to work with multiple deadlines in a fast-paced setting.Strong leadership and interpersonal skills.The ability to communicate successfully both verbally and in writing with clients without regard to race, color, religion, age, sex, national origin, disability status, genetics, protected veteran status, sexual orientation, gender identity or expression, or any other characteristic protected by federal, state or local laws.Spanish or French proficiency preferred.Physical Requirements to Perform Job Functions:Basic dexterity skills (computer work, telephoning, and other office equipment).General physical effort required includes sitting, bending, reaching, and some lifting (20 lbs. or less) and the ability to place a work order for anything over that limit.
