Position SummaryThe Director of Finance for the School of Education & Information Studies (ED&IS) in the Office of Financial Services reports directly to the Assistant Dean of Finance/ Chief Financial Officer (CFO). The Director of Finance provides proactive leadership and oversight of the School's financial portfolio managed by the Finance Team in addition to being the policy expert for all university policies and procedures pertaining to contracts and grants, gifts and endowments, specially funded initiatives, travel and entertainment, and procurement. ED&IS has a complex $90M financial portfolio, $30M of that operating budget, that includes state funding, organizational level fee, a self-supporting degree program, federal, state, and private contracts and grants, endowment and gift income as well multiple sales and service enterprises. Responsibilities include long-range budgeting and reporting; oversight of the Office of Financial Services; managing training of new and existing financial systems; and developing and maintaining streamlined processes and procedures. The director is responsible for developing, in conjunction with the CFO, high level annual complex operating budgets, creating multi-year financial projections and implementing and refining periodic reports to monitor financial performance. The Director develops and implements internal ED&IS policies and procedures with oversight from the CFO. The Director provides high level financial management, reporting, and analysis to the CFO for key ED&IS funds, such as tuition funds, gift funds, and state funds. In collaboration with the CFO, the Director matches efforts and initiatives to appropriate funding sources. The Director serves as the key ED&IS liaison between the Office of Contracts & Grants Administration (OCGA), the office of Extramural Funds Management (EFM), Corporate Finance, General Accounting, and the UCLA Foundation.

QualificationsDemonstrated ability to interact and develop a cordial, professional, tactful, and diplomatic relationship with diverse co-workers, university executives, administrators, faculty, staff, visitors and community members. (Required)Advanced working knowledge of contract and grant administration to direct and manage a nonlinear grant proposal process, prepare appropriate documents associated with a proposal, and coordinate submission (including web-based) with cognizant University offices. (Required)Ability to practically apply, and convey to others, principles and concepts of OMB Circulars, Uniform Guidance and other federal requirements. Ability to work independently, prioritize tasks and projects, meet deadlines, complete projects in a timely manner with minimal supervision. (Preferred)Working knowledge of university business operations and systems including financial ledgers, payroll, purchasing, and accounting systems. (Required)Demonstrated experience in financial analysis, reporting, and audit. Ability to manage complex financial matters and provide fiscal leadership. (Required)Ability to utilize UCLA mainframe systems including UCPath and CDW, UCLA online financial applications including TOF, online NPEARs, PAN online systems, OFSR web reports, BruinBuy, and Travel Express. Ability to manage information systems to achieve and sustain an efficient operational environment. (Preferred)Demonstrated managerial skills to include the ability to identify and communicate department goals and motivate and support individuals and groups to achieve goals; exhibit creativity and innovation in pursuing goals and effectively managing organizational change and guiding organizational direction (Required)Demonstrated ability to manage multiple project budgets to synthesize data in a user-friendly format and use advanced financial and accounting skills to perform functions effectively. (Required)Ability to handle confidential and sensitive information with discretion, and to maintain professional working relationships with sponsors, industry, government, the UC and other academic and corporate institutions. (Required)Ability to independently validate expectations, problem solve obstacles, and follow-up to completion and/or proactively report status of assignments/projects. (Required)Ability to organize and lead financial workshops and meetings for the purpose of providing training on policies and procedures governing the University accounting system; on contract and grant budgets; and related issues.
