Apply today and let's change the world, one student at a time.JOB SUMMARY:Under administrative supervision, this position manages the daily operations, budget, and program responsibilities for the assigned grant program or functional area for Indian River State College (IRSC) in compliance with IRSC and federal guidelines. Oversee the day-to-day operations of the program or function; manage budget and fiscal responsibilities, ensures programmatic or functional and fiscal compliance, and supervises assigned personnel. This role involves designing, implementing, evaluating, and monitoring educational programs to serve the target population in alignment with grant goals and objectives. Trains, supervises, and evaluates program staff; maintaining confidentiality of information encountered in the course of business regarding students, supervisors, or other employees. Initiates effective marketing techniques to promote the program throughout the institution and the community.SPECIFIC DUTIES AND RESPONSIBILITIES:Provides leadership for the implementation of grant programs including, objectives, methods, reporting, and evaluations. Coordinates and collaborate on assigned program activities to optimize student and program success.Identifies and recruits qualified youth to participate in the post-secondary pipeline program to meet program requirements and objectives. Develops and implements program procedures that adhere to IRSC, federal, and state guidelines.Develops formative and summative reporting for program evaluation. Administers program evaluations by collecting, interpreting, and maintains evaluation of the program.Develops and maintains positive relationships with the campus community, collaborates with IRSC departments on program activities, and engages with internal stakeholders.Develops and maintains positive relationships with local schools, school districts, community partners, agencies, and other external key stakeholders.Provides academic advising services, develops individualized service plans, and delivers college, career, financial aid and economic literacy services, and educational opportunity programming aligned to the IRSC model.Prepares the Annual Performance Report under the supervision of the IRSC Grants Office and Associate Vice President of Student Life ensuring alignment to IRSC protocols.Prepares continual budgets and competitive program continuation proposals. Manages and tracks expenditures and accounts with fiscal prudence ensuring compliance with IRSC protocols.Reports regularly to the Associate Vice President for Student Life on the program’s overall attainment of project objectives and any corrective action(s) needed.Completes all other duties and as assigned.QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIREMENTS:The qualifications and skill requirements for this position include:Master’s degree in education, counseling, social work, higher education administration, or a related area discipline from an accredited institution;Minimum of three (3) years of relevant work experience in the areas of staff supervision, budget management, program development and evaluation, reporting and compliance with federal regulations;Minimum of five (5) years of relevant work experience with federal grant programs (similar to Educational Talent Search), academic support, or similar programs for disadvantaged low-income, potential first-generation college students;Demonstrate a willingness to work in an integrated team approach to academic program management;Working knowledge and understanding of the Education Department General Administrative Regulations (EDGAR) specific to compliance, cost principles, and administrative responsibilities that govern TRIO programs;Proven experience with Microsoft Office and Windows applications;Ability to maintain strict accuracy and be detail oriented;Ability to work independently as well as with others and be self-motivated;Strong leadership, organizational, and interpersonal skills;Ability to successfully respond to “Request for Proposals”;Ability to administer and manage federal educational outreach related programs;Possess excellent communication skills (written and verbal) necessary to provide information to the administration, faculty, staff, and students regarding program services and information;Professional or personal experience in overcoming barriers similar to those confronting Program participants.PHYSICAL DEMANDS:This position requires an ability to sit, stand, walk, bend, lift, reach up, stoop, and carry items occasionally in excess of twenty-five (25) pounds. It also requires manual dexterity to operate standard office machines, such as, copier, fax, calculator, telephone, and other equipment as necessary.
