Trusted.The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.We have a near-term need for an Operational Energy Senior Analyst to provide onsite support in Alexandria, VA.Responsibilities
The candidate will support the Office of the Deputy Assistant Secretary of Defense (Energy Resilience & Optimization (ODASD (ER&O)) within the Office of the Assistant Secretary for Energy, Installations, and Environment (OASD (EI&E)). ODASD (ER&O) sustains warfighting readiness and lethality by providing energy-related policy and governance for programs and activities that enable resilient, efficient, clean, and cyber-secure energy for Joint forces, weapon systems, and installations. The candidate will support the ODASD (ER&O) staff by providing analyses support to assist in the development of strategy, policy, plans, and guidance related to a wide range of operational energy programs and initiatives. Will be responsible for producing relevant analytical products, policy, guidance and tools, meeting minutes, briefings, reports, and analyses of technical and non-technical documents or other requirements necessary. The candidate will support the development and coordination of reports, testimony, and other materials for Congress associated with operational energy resilience. Organize and execute effective working groups to ensure coordination across DoD components. The candidate will work with OSD, the Joint Staff, Combatant Commands, the Military Departments, Defense agencies, and the interagency to provide coordinated, accurate, and timely support to OUSD (A&S) initiatives and leadership.Qualifications
Required:Bachelor’s degree and 15 years of experience, with 5 years of OSD/Service staff/Joint Staff experienceExperience providing analysis in the development of strategy, plans, and guidance related to operational energy programs and initiativesHigh-level of expertise and working knowledge of DoD bulk fuels and fuel storage and distributionAbility to support consistent and proactive oversight of energy resilience and resourcing processesProficient in producing various analytical products, briefings, reports, congressional testimony, and responses to RFIsActive DoD Secret clearance with ability to obtain a TS/SCIDesired:Familiarity with DoD Planning, Programming, Budgeting, and Execution (PPBE) cycleProficiency using Excel and PowerPointActive DoD Top Secret security clearance with SCI eligibility
