The Human Resources (HR) Director oversees all aspects of HR management within HPMG to ensure legal compliance and the implementation of HPMG’s mission. This includes developing HR strategies, overseeing operations, and maintaining policy and procedures related to staffing, benefits, and training. The HR Director supports the human factor of the organization, leads HR initiatives, and provides guidance.
Major Roles & Responsibilities:
Strategic Oversight & Compliance
Collaborates with Senior Leadership to understand the organization’s goals and strategies related to staffing, recruiting, and retention.
Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations and recommended best practices.
Reviews and modifies policies and practices to maintain compliance.
Conducts research on legal and employment trends and makes recommendations to Senior Leadership.
Plans and leads trainings in collaboration with leadership to support compliance both departmentally and organization-wide.
Conducts surveys to measure employee satisfaction (at least annually).
Conducts surveys with DHA employees to ensure ongoing alignment with role descriptions (at least semi-annually).
Works with Senior Leadership to manage and track the HR budget.
Recruitment & Staffing
Identifies staffing and recruiting needs and develops a strategy to hire qualified candidates.
Oversees interview process and collaborates with Recruiter and Leadership to conduct interviews.
Compiles information about compensation and benefits packages based on market data.
Onboards new employees and ensures all new hire paperwork is completed.
Effectively offboards employees and conducts exit interviews.
Monitors and creates reports to ensure DHA hiring, onboarding, and retention metrics are within contractual requirements.
Proactively monitors and ensures compliance with DHA security regulations and requirements; communicates any changes with Leadership and follows up to ensure changes are implemented.
Employee Relations
Understands and explains human resource policies, procedures, laws and standards to new and existing employees.
Prepares and maintains employment records relating to hiring, promoting, disciplinary review, accolades, and separations of employment.
Mediates and suggests solutions to employee disputes.
Handles discipline and terminations in line with company policy.
Payroll & Benefits Administration
Administers payroll and employee benefit programs, including health and retirement plans.
Prepares and maintains all employee benefits paperwork and compliance.
Works with the Finance department to ensure payroll changes are made as needed to reflect changes in employee status, changes in benefits, or changes to tax filings.
Directs and handles the Workers Comp Program.
Manages all leaves of absence for both corporate and DHA employees.
Monitors accrual of PTO and collaborates with Leaders to approve advanced or unpaid PTO requests.
Communicates PTO policy to employees to ensure employees can easily use the benefit and remain within company best practices.
HR Staff Management
Oversees daily workflow of the HR department.
Provides managerial oversight for employees of the HR Department.
Recruits, interviews, and hires any staff in the HR department.
Conducts performance evaluations for HR staff.
Facilitates professional development, training, and certification activities for HR staff.
Qualifications:
BS in Human Resources or 5 years’ experience.
HR certificate or license.
Experience, Skills & Strengths:
Effective and clear verbal and written communication skills.
Strong leadership and managerial skills to oversee the HR department and work with all employees within the organization.
Project and time management skills.
High organizational skills.
Proven expertise solving problems.
Ability to navigate in a fast-paced company that has multiple business lines & is experiencing significant growth.
SCA experience preferred.
