Position Overview
The Director of Finance and Administration reports to the Executive Director and is the Public Justice Center’s financial leader, acting as a strategic thought partner to the Executive Director and working closely with the Board of Directors, Director of Development, the Legal Director, and other PJC leaders. This role leads financial operations to advance the PJC’s mission, driving systemic change for economic justice and racial equity. The core functions require a proactive, hands-on leader who embodies accomplished leadership across finance, organizational planning and budgeting, human resources, administration, and IT functions. Key to this role is managing a broad scope of financial responsibilities, including day-to-day transactions; payroll; benefits assessment; compliance with payroll taxes, state and federal law, and workers’ compensation; and general business operations. This position offers a financial leader the opportunity to significantly enhance the internal capacity of a high-impact, well-respected organization. Managing a dedicated staff of two administrative personnel and working closely with a contract accountant, the Director ensures robust internal controls and efficient financial operations. Key Responsibilities
Oversee and ensure accuracy in financial reporting, budget management, payables and receivables, reconciliation, and the execution of financial responsibilities, including payroll processes; benefits assessment; and ensuring compliance with payroll taxes, state and federal laws, and workers’ compensation. Analyze and present financial reports accurately and timely. Manage day-to-day financial transactions and reporting in QuickBooks or similar software, including all financial, project/program, and income and expenses accounting. Direct annual budgeting and planning in collaboration with the Executive Director, Director of Development, and others; manage financial plans, rolling forecasts, revenue payment schedules, and budgets; and monitor progress and changes, serving as the chief financial strategist Serve as the organization’s financial leader on appropriate revenue recognition from diverse sources, particularly grants management. Ensure meticulous tracking of income and expenses under public and private restrictive grants, individual donations, and other revenue. Coordinate and oversee annual audits, ensuring compliance and thoroughly preparing necessary documentation. Create and present financial reports in collaboration with the Executive Director and others at quarterly board meetings and other stakeholder gatherings. Develop and maintain excellent and responsive relationships with board members and stakeholders. Manage relationships with vendors and third-party service providers, including banking institutions, insurance providers, investment advisors, IT contractors, and others. Provide strategic financial recommendations to the board and senior leadership, guiding the PJC towards sustainable growth and financial health. Human Resources, Technology, and Administration
Direct human resources functions related to financial management, including onboarding new employees, administering payroll, assessing benefits, and complying with relevant laws and regulations. Provide successful oversight of office timekeeping reporting database and software, create queries, and run timekeeping and staff activity reports. Oversee administrative functions and facilities, guided by strategic financial leadership, to ensure the organization’s scalability and operational efficiency. Core Competencies and Skills

Minimum of a BA/BS, ideally with an MBA and/or CPA, related certification, degree, or a mix of experience and training, highlighting deep financial leadership capabilities. At least 5 years of professional experience, preferably in a nonprofit environment, with a significant financial and operations management track record, showcasing an ability to navigate complex financial responsibilities. Demonstrated expertise in managing payroll and benefits, compliance with payroll taxes, and adherence to state and federal laws and workers’ compensation. Accomplished in grants management, with a robust understanding of public and private sector grant compliance, tracking, and financial reporting. Tech-savvy, with a strategic approach to leveraging technology for financial management and operational efficiency. The expectation is that the new Director of Finance and Administration will be able to start in November/December 2024, with an opportunity to train with the current Director of Finance and Administration, who is retiring at the end of December 2024. The target salary for this position is $120,000-$130,000 annually based on knowledge, qualifications, and experience. The PJC is currently operating on a hybrid in-office model, and the new Director is expected to be on-site 2-3 days per week during the initial training period (Baltimore office). Flexibility can be provided based on individual circumstances, ensuring the transition is smooth and effective for both the new hire and the organization. An excellent cafeteria benefit package in the annual amount of $16,300 is also provided. This package offers health, dental, vision, disability, and life insurance and retirement options. A cafeteria benefits package gives employees flexibility to choose how to direct their benefits. For example, this package can cover 100% of employee healthcare premiums; an employee can choose to direct those funds towards retirement if they already have health insurance or can have remaining funds added to the employee’s taxable salary. PJC employees receive at least 20 days of paid leave, with increases based on length of tenure, 12 paid holidays, and 15 days of sick leave annually.
