Job Overview

The Air Force Research Laboratory's Strategic Planning and Analysis Division is seeking a supervisory Deputy Division Chief. This person will be responsible for planning, implementing, and directing the actions required to ensure that the division’s business, management, and activities enable the mission and vision through research and technology efforts. They will direct the activities of over 100 civilian, military, and on-site contractor personnel and a multidisciplinary team within the Aerospace Systems Directorate (RQ). This position demands a dynamic leader with experience in strategic planning, operational management, Modeling, Simulation, & Analysis (MS&A) activities, digital transformation, and a profound understanding of research and development in a defense context.

The role involves developing an analytically-informed integrated investment portfolio that is data driven, prioritized, and focused on changes while adapting to changes to address priority DAF aerospace systems capability needs. It requires working closely with senior leadership, stakeholders, and cross-functional teams to ensure the efficient planning and execution of research initiatives and alignment with the Aerospace Systems Directorate mission and strategic goals. Responsibilities

Assigns work to, and through, subordinate supervisors. Exercises final authority for full range of personnel actions and organization design proposals recommended by subordinate supervisors.

Manage, optimize, and oversee the day-to-day operations and integration of different branches/groups internally and across the organization.

Contributes to and assists in the development and execution of near and long-term strategic planning for the division, ensuring alignment with RQ’s mission, and strategic goals, objectives, and priorities.

Develops, plans, implements, and directs those actions required to ensure the division’s business, management, and operational activities enable the mission, vision, and strategy.

Leads the team to analytically identify and champion integrated multidisciplinary capability concepts for cross-division/directorate consideration; develop new, novel analysis methodologies and conduct mission effectiveness analysis (MEA) and related analytics on select technology and capability concepts (cross division and cross directorate) up through the campaign level.

Applies expert knowledge and mastery of advanced engineering methods, theories and standards to review and recommend final approval of in-house and extramural program execution activities.

Leads the teams planning, budgeting, resourcing, manning, prioritization and execution of capability multi-divisional integrated programs, Modeling, Simulation and Analysis (MS&A) activities, and digital transformation.

Collaborates, builds, and maintains strong working relationships with internal and external stakeholders, researchers, scientists, and engineers to facilitate smooth execution of projects.

Implement and monitor performance metrics to ensure the division meets its goals and objectives.

Identifies areas for improvement and utilizes data-driven approaches to optimize operational performance and drive continuous process enhancement.

Leads and mentors a diverse team of professionals, fostering a culture of continuous learning and development.

Manages division manpower: tracks civilian manning vacancies, assists with hiring actions and other requests for personnel actions.

Coordinates military manning and military requirements with the Deputy Director and other division deputies; provides mentorship to division members.

Manages quarterly, annual and external awards for division: develops nomination packages for award nominations, participates in directorate awards board, generates monetary and time-off awards and military day passes as needed for award nominees/winners.

Manages division tasker workflow: delegates or completes taskers, then generates responses and closes taskers.

Represents Division Chief as necessary in meetings at all levels to include branch, division, and directorate.

Promotes a culture of respect and diversity inclusion, while also proactively promoting career development, training and recognition for each employee.

Serves as Unit Self-Assessment Program (USAP) Manager.

Required Qualifications

US Citizenship

Applicants must currently hold, or have the ability to obtain, a DOD TS/SCI clearance.

The applicant must have strong analytical and problem-solving skills, i.e. strong ability to identify and resolve issues or inefficiencies.

Desired Qualifications

Desired Education, Skills, and Certifications: Advanced degree in Operations Research, Statistics, or other related field.

Tier/Level II Practitioner, APDP certification in Engineering & Technical Management (N).

Experience with large scale digital transformation projects.

Proven project management or group leadership experience.

Proven ability to identify and resolve issues or inefficiencies.

Proven willingness to tackle new challenges and assignments.

Proven effective communication skills.

Modeling, Simulation and Analysis experience.

Prior military experience or experience leading the military.
