HCPH provides a multitude of services such as medical and dental services, community programming, and health education for the approximately 2.3 million people in unincorporated Harris County. Through its core values of innovation, engagement, and health equity, HCPH strives to bring meaningful solutions to public health issues while keeping Harris County healthy and vibrant.Position Overview:As a core member of the Program Evaluation and Improvement team, the Evaluation and Performance Analyst will support program monitoring and evaluation activities for various Harris County Public Health programs and services. This position will work with programs across the public health department to develop program evaluation plans, monitor and analyze program data, and develop routine reports that communicate program performance and community impact. Utilizing primary, secondary, qualitative, and quantitative data, the Evaluation and Performance Analyst will also develop, implement, and report on both process and impact evaluations across the department.Duties & Responsibilities:Identifies, collects, monitors, reports, and analyzes KPIs and performance measures for continuous quality improvement.Develops evaluation plans for community facing programs and services.Collaborates effectively with cross-departmental stakeholders to ensure training, education, adoption, and adherence to performance management and quality improvement principles.Conducts research, cleans, maintains, and analyzes data, and effectively communicates strategic data-driven evaluations for HCPH projects and programs.Communicates program performance and evaluation insights through the use of dashboards, reports, and presentations.Suggests data-driven ideas for quality improvement projects rooted in ongoing evaluation and performance measurement results.Develops and delivers well-crafted presentations as needed.Education:Bachelor's degree from an accredited college.Experience:At least two (2) years of experience evaluating social or public service programs, such as those administered through local government, a community-based organization, or a related area.At least two (2) years of experience in qualitative and quantitative data collection, management, analysis, interpretation, and reporting in public health or a related area.Knowledge, Skills and Abilities:Exceptional written and verbal communication skills.Ability to assess problems and identify solutions in a proactive and collaborative manner.Advanced knowledge of the principles and practices of performance management and quality improvement with a background in public health program and service delivery.Advanced knowledge of the principles and practices of data analytics, data visualization, and data interpretation.Ability to build trust with stakeholders, including exceptional leadership and motivational abilities.Ability to develop well-crafted and engaging presentations.Experience using MS Excel, MS PowerBI, and R for data analysis and/or evaluation activities.Core Competencies:Organizational LeadershipUnderstands the organizational missionUnderstands ethics and public good; is concerned with public trustDemonstrates respect for the opinions and beliefs of othersCollaborationContributes to an inclusive workplace where equity, diversity, inclusion, and individual differences are valued and leveraged to achieve the vision and missionDemonstrates a sense of responsibility for the success of the groupCollaborates with others to improve quality and address needsInnovationAbility to adapt to changeInterpersonal Abilities/Personal CharacteristicsTreats others with courtesy, sensitivity, and respectBehaves in an honest, fair, and ethical mannerAssesses and recognizes own strengths and weaknessesUses sound judgmentSelf-motivatedOrganizes and maintains work environment to allow for maximum productivityCommunicationCommunicates clearly and effectively, both orally and in writingPosition Type and Typical Hours of Work:Typical work hours are Monday through Friday 8:00 am to 5:00 pm. May require periodic overnight travel and long hours/overtime during emergencies/disasters.Work Environment:Work environment is typically in an office environment but may require infrequent travel and interaction with the community at public events.Physical Demands:This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.Work Location:Harris County Public Health: Office of Planning & Innovation - 1111 Fannin St. Houston, Texas. 77002.Employment may be contingent on passing a drug screen and meeting other standards.
