Under the supervision of the Director and Associate Director of the Office of Planning and Innovation (OPI), the Mobile Health Portfolio Manager holds the totality of the Harris County Public Health (HCPH) mobile health portfolio and serves as the primary point of contact for all mobile health-funded projects at HCPH. This position combines supervisory and project management skill sets to lead mobile health initiatives with the integrated strategic lens of OPI. The Mobile Health Portfolio Manager will support the planning and implementation of HCPH's mobile health expansion initiative throughout all four precincts within Harris County. This position is responsible for creating and maintaining project plans, identifying, escalating, and resolving issues, providing status reports, and supporting all teams that are part of the mobile health expansion initiative. The Mobile Health Portfolio Manager role will have responsibility for all aspects of the delivery of the Mobile Health Expansion Initiative including strategy, scope, schedule, quality, and budget.Duties & Responsibilities:

Supports mobile health program teams in all aspects of the delivery of mobile health-funded services, including scope, schedule, quality, and budget.Responsible for ensuring consistent monitoring and reporting of mobile health-funded services, including milestones, KPIs, and outcomes.Coordinates with mobile health program teams to ensure adherence to the mobile health expansion implementation plan. Proactively escalates issues to mitigate impact on outcomes.Maintains a portfolio of up-to-date project plans with timelines for all mobile health-funded programs.Applies department’s strategic priorities and directions as a filter for incoming requests and outgoing communication. Ensures all mobile health services align with HCPH strategic priorities and directions.Consistent communication and collaboration with all program teams to ensure a seamless flow of information and consistent service delivery across the mobile health platform.Manages a blend of strategy, data, evaluation, and project management resources toward HCPH mobile health goals and objectives.Develops and delivers well-crafted presentations, including robust project plans, as needed.Manages relevant budget for mobile health activities.Education:Master’s Degree from an accredited college in public health, public policy, public administration, evaluation and/or data science or similar field.Experience:At least five (5) years of experience managing healthcare, public health, or public service projects. Two years of experience may be used towards the Education Requirements (7 years minimum of relevant experience required in lieu of a Master's Degree. Candidates must have a Bachelor's Degree from an accredited college if pursuing this route).Knowledge, Skills & Abilities:Thorough understanding of the principles of public health practice.Basic understanding of health equity and quality improvement principles.Knowledgeable about public health planning and design models, methods, tools, and techniques.Ability to conduct research, identify and understand data, and translate data into information for decision making and recommendations.Demonstrable ability to communicate effectively in both oral and written formats.Skills in establishing and maintaining effective and collaborative relationships with persons, groups, and organizations across a variety of disciplines.Ability to organize and work independently on time-sensitive projects.Ability to solve a variety of complex problems in the absence of technical guidelines and when creative thinking is required.Core Competencies:Leading Change

"See Resume" will not be accepted for qualifications.Licenses/Certifications:PMP - Project Management Professional.Position Type and Typical Hours of Work:This is a Full-Time position.Typical work hours are Monday through Friday 8:00 am to 5:00 pm.May require to work weekends and possibly evenings.Work Environment:Work environment is typically in an office environment but may require infrequent travel and interaction with the community at public events.Physical Demands:This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
