The Northwest Louisiana Human Services District was formed to provide local governance and direction for behavioral health and developmental disability services for individuals residing in the nine parishes of Bienville, Bossier, Caddo, Claiborne, DeSoto, Natchitoches, Red River, Sabine and Webster.

This position will be with the NW LA Human Services District - Shreveport Behavioral Health Clinic located at 1310 N Hearne Ave. This site is

NHSC (National Health Service Corps) approved. Qualifying Professional Counselors may be eligible to participate in the Loan Repayment Program.

The incumbent provides Recovery and Resiliency focused clinical services to adult clients with mental illness and administrative supervision to behavioral health clinical staff in the adult treatment program at the Shreveport Behavioral Health Clinic.

The advertised maximum amount listed is the maximum salary a person can make while in this title/level over their career and

not the maximum amount we are allowed to pay a new hire.

The District also has Premium Pay policy that allows us to pay additional amount for actual hours worked for those who have:Licensed Professional Counselor (LPC)

- $2.00 per hour premium pay for hours worked.No Civil Service test score is required in order to be considered for this vacancy.

MINIMUM QUALIFICATIONS:Licensure as either a Licensed Professional Counselor or a Licensed Marriage and Family Therapist by the Licensed Professional Counselors Board of Examiners; plus three years of professional level counseling experience.

FUNCTION OF WORK:To provide direct-line supervision of subordinate licensed, master’s degree-level social services staff, and/or other professional social services staff for a service delivery program.

LEVEL OF WORK:Supervisor.

SUPERVISION RECEIVED:Broad from a higher-level manager or administrator.

SUPERVISION EXERCISED:Direct-line over subordinate licensed, master’s degree-level social services staff and/or other professional social services staff.

LOCATION OF WORK:May be used by all state agencies.

JOB DISTINCTIONS:Differs from lower-level professional counselors by the presence of supervisory responsibilities over licensed, master’s degree-level social services staff, and/or other professional social services staff.

Differs from Social Service Counselor 5-B by the presence of licensure as a Licensed Professional Counselor or a Licensed Marriage and Family Therapist.

Provides professional clinical supervision through the review of cases to assist and guide subordinate social service staff in the development of skills in working with families, client groups, offenders, and especially with atypical and complex patients.

Determines work assignments, coordinates work flow and duty assignments, and evaluates work performance of subordinate social service staff.

Plans, organizes, and implements various social services programs. Coordinates the activities of the programs with other units and agencies.

Develops goals, program plans, and policies/procedures. Aids in determining staffing and resource needs for a social services unit.

Provides or arranges for training and development activities for subordinates.

May provide LPC supervision to candidates for professional counselor certification.

Provides expert testimony and advocacy representation on behalf of clients in court cases.

May provide limited direct casework services to a select group of highly complex cases.
