These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division serves as the liaison between federal, state, and local agencies, prepares and implements a statewide Comprehensive Emergency Management Plan, and conducts emergency operations trainings for state and local government agencies.Position Overview and Responsibilities:Provide effective and comprehensive legal counsel to all four Bureaus: Recovery, Mitigation, Response, and Preparedness.Review, revise, and/or draft contracts, procurement documents, Federal/State grant and subgrant agreements, Memorandums of Understanding/Association (MOUs/MOAs).Oversee rulemaking for the Division, including statutory research, drafting rules, and attending hearings.Handle matters related to procurement, bid protests, and grants management.Coordinate the processing of public records requests, ensuring legal reviews and redactions are completed.Knowledge, Skills, and Abilities:Working knowledge of Chapter 112, Florida Statutes, (PART III CODE OF ETHICS FOR PUBLIC OFFICERS AND EMPLOYEES).Knowledge of legal terminology, Florida laws, legal procedure, Chapter 120, Florida Statutes.Skill in reading comprehension, analysis, research, and organization.Ability to provide legal counsel and interpret state and federal legislation.Effective communication skills, both orally and in writing.Ability to conduct meetings and make presentations.Minimum Qualifications:Member of the Florida Bar in good standing.Special Notes:The State of Florida is an Equal Opportunity Employer/Affirmative Action Employer and does not tolerate discrimination or violence in the workplace.Successful completion of background screening will be required for this position.In response to emergency events, Division of Emergency Management employees may be required to work irregular hours and perform duties in addition to those outlined in the employee’s position description.
