Grade NATO Grade G20Description :Post ContextACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes.The Space Branch leads the Space Domain implementation efforts, and all initiatives pertaining to Space for HQ SACT. The Branch provides programmatic, scientific, technical and operational expertise for the development and continuous improvement of modern and agile Space capabilities. The Branch is responsible for capability development, planning, coordination, and monitoring, through the integration of Space across all NATO operational domains (Air, Land, Maritime, Cyberspace and Space). The Branch is responsible for policy and DOTMLPFI lines of development along the capabilities lifecycle and wider Space efforts, which includes Strategic and Battlespace Space Domain Awareness and Coordination as well as Operational Space Support. Finally, the Branch ensures the liaison with the NATO Space COE based on the 4 COE pillars.The employee is the Deputy Branch Head supporting the branch head on all efforts pertaining to the Space Domain efforts. The incumbent advises the Portfolio Manager/Capability monitor for Space Programmes and Projects throughout their lifecycle for all capabilities pertaining to Space. The employee is the Programme Director (PD) for all Space Capability Development activities and as such ensures the development of all required governance model efforts. The employee coordinates and ensures coherence across programmes, by ensuring appropriate resources (workforce and funding) to accomplish the high level goals and objectives and advises the Branch Head on all the integration aspects of the Space Domain Implementation and associated activities. Additionally, the Employee supports the Space Branch by presenting integrated objectives, requirements and status reports and provides support to the Branch Head by informing the Command Group as needed. As the Principle Integrator for Space capabilities, the employee ensures that all current NATO initiatives, interoperability, and security are planned and implemented across support areas, as well as all domains and initiatives. Finally, the employee as the NATO Space COE main POC will ensure coordination and the smooth execution of the Action Plan and also liaison with all required ACO efforts with SHAPE and all Space related entities.Principal Duties :Act as Deputy Branch Head for all Space capabilities programmes and projects, and therefore support the Branch by managing Space SMEs/personnel including section heads.Support the Branch Head by leading and managing the Space Branch activities, Implementation efforts and associated resources, by submitting annual resource requirements and spend plans, as well as emergent requirement requests when necessary.As such act as the day-to-day manager of the branch budget on behalf of the Branch Head.Ensure traceable links from Branch Programmes and Projects to formal requirements (NDPP, Operational, and Transformational), with clear and integrated objectives, milestones, outputs, and activities documented in the appropriate ACT management databases.Act as the respective Section Heads and as the Capability Project coordinators in their absence.Represent ACT, as directed by the Branch Head, on appropriate Space related committees, task force, panels and working groups and define coordinated content for ACT participation in scientific and technical workshops, conferences and other events.Monitor and possibly attend/support Space-related activities and events relevant for achieving NATO Space domain implementation objectives.Can be assigned as Branch Head in their absence and support all relevant activities accordingly for that role.Can act as NATO Bi-SC Space Working Group Chairperson in their absence during the official sessions and direct and guide Act as programme director for all Space capabilities programmes and projects.Serve as the primary link between the Branch’s activities and all supporting posts within the Capability Development Stakeholders (e.g. SACT Capability Requirements Forward, HQ SACT, NATO HQ), to ensure consistent and smooth transition between the phases of development, implementation and disposal, and to ensure effective relationships with Allied Command Operations HQs.Define and develop Space technical and capability roadmaps, levels of ambition and manage (in coordination with ACO and the ACT requirements branch) the evolution of capabilities throughout their lifecycle.Advise, direct and supervise the work of multifunctional teams dealing with complex issues related to Space operations, as delegated by the branch head.Having enduring knowledge and expertise on NATO policies and processes to include governance, common-funding, doctrine and training management, and technical standards, they will guide Space Programme integration and architecture efforts to ensure that each has a logical and detailed continuum of development and implementation, making best use of C3 taxonomy, and staying coherent with NDPP target solution implementation.Define and develop Space concepts, support architectures, provide capability package contents, and support to PoW activities, exercises, experiments and their respective products contents.Assist coordination to support other branches, divisions, and directorates as necessary.Define, develop and maintain a horizon scan of Space context, environment, technology, policies, procedures and likely threats by overseeing Space scientific initiatives, research efforts, on-going programs, technology, applications and employment development.Provide guidance and advice to the Command Group and the HQ staff within the Space area, and inform the command to help shaping Space-related investments, leveraging NATO and national science and technology community, provide innovation, rapid technology insertions, and long-term investment leverage and surge capability in support of high-priority operational issues.Build and maintain enduring (senior-level) relationships with national Space entities, both military and civilian, as well as with industry and academia, and periodically engage to seek synergies and opportunities for collaboration.Ensure Lessons Learned (LL) is an integrated part of all Space activities. Ensure LL requests, planning, creation, collection, staffing and handling in accordance with the NATO LL Process is an integrated part of any activity.Provide nations with informational briefings, best practices, lessons learned and advice regarding the establishment of NATO Space activities. This direct interaction takes place up to flag officers in any NATO venues.Support the NATO Space COE as the main POC for HQ SACT and monitor/support/coordinate the execution of the COE’s POW.Act as the day-to-day manager of the branch budget (Programme 1356) on behalf of the BH as budget Authority.As Deputy Branch Head, the employee can take decisions in close coordination with the Branch Head.Essential Qualifications / Experience:University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 6 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 6 years post related and 2 years function related experience.Military Academy or equivalent.Eight (8) years of demonstrated experience in progressively more responsible roles in the Space field.Six years recent experience (depending on educational background/degrees) in information system project management.Team work environments (both as a contributor and a leader).Four years managerial and supervisory experience.Language:English – SLP 3333 - (Listening, Speaking, Reading and Writing)Desirable Qualifications / Experience:Experience working in a Joint military Command, in relation with Space operational activities, and/or Operational management of national Space capabilities.Exercise or operational experience on multinational, international or coalition operations.Programme and Project management experience (ACT Portfolio, Programme and Project Management (P3) Course and “Prince 2” or equivalent).Masters Degree in Management, Engineering or Sciences.National or NATO Space Courses (e.g. Space Operations Course, NATO Introduction to Space Support, etc.).Course: N3-01 – Introduction to NATO’s Space Operational Activities.Course: S3-169 – Space Coordinator Course.Language: French SLP 2222 (Listening, Speaking, Reading and Writing).Attributes/Competencies:Personal Attributes:This position should show leadership and team management skills in the deputy branch head role, thought and judgement in the Integrator role, adaptability and tact in the programme director role. Knowledge of and experience in working in joint and international HQ will be essential for this position.Managerial Responsibilities:May replace the Branch Head as Chairperson of the NATO Bi-SC Space Working Group (NBiSCSWG) in coordination with SHAPE/SDP/SDF Space Branch Head, co-chair.Lead other working teams as appropriate along all lines of effort for the implementation of the Space Domain.Support the coordination of activities pertaining to the Space domain between HQ SACT’s directorates in accordance with the Space domain developments.Professional Contacts:This position will allow CAPDEV directorate, CAP and REQ division engagements with all relevant stakeholders for the Space Branch management. Cross directorate engagements will be required and the position make take positions to allow the smooth integration of Space efforts within the HQ activities. This will include also regular coordination with subordinate ACT entities.Bi-SC coordination with the SHAPE Space branch and with ACO stakeholders may be required in all the roles of the positions to help ACT’s Space efforts to be taken into account.Multiple engagements will be required with the Space governance and other boards and committees at NATO HQ level on a regular base. This will include participation in numerous boards remotely or locally as required.Engagements with nations, Memorandum of Understanding organizations and NATO agencies will be expected as well on behalf of the ACT Space branch.Contribution To Objectives:The position is responsible for requesting and effectively utilizing the appropriate resources for all DOTMLPFI pertaining to the Space Domain implementation and later normalization, as well as all Research and Development, Concept Development and Experimentation efforts. This position will manage ACT efforts pertaining to resources, Travel/Engagement, and for supporting the estimates for Operation and Maintenance of Common-Funded Systems. Finally, the position will support all Space Domain implementation efforts in close Bi-SC coordination with SHAPE and all NATO HQ initiatives related to Space or integrating Space work strands and initiatives.
