Overview

DLH is currently seeking an experienced and driven Capture Manager for pursuits within the federal government to join our Growth and Capture team within the Health IT Operation Center. The successful candidate will conduct business development and capture efforts for complex health IT opportunities ensuring strategic alignment with organizational goals and maximizing our success in winning Federal Civilian Health IT contracts. The Capture Manager will collaborate with cross-functional teams to develop winning strategies, assist in crafting compelling proposals, and foster strong relationships to further our business development and capture goals. The Capture Manager will develop and implement plans to identify, qualify, and win opportunities in close collaboration with operation center managers and staff. The Capture Manager will work toward and track success in achieving business growth goals.

Responsibilities

Develop and implement formal business development and capture plans.

Perform formal, but rapid assessment of opportunities against corporate capabilities, strengths, and weaknesses.

Develop win themes, differentiators, and coordinate with other capture and corporate support teams (e.g., finance, pricing, marketing, human resources, and staffing).

Full life cycle business development and capture including implementing the opportunity assessment process, assisting with bid/no bid decisions, building relationships with key partners, executing a winning proposal strategy, and supporting the effort through proposal and transition.

Support multiple, fast turn-around bids across the Civilian Federal Health IT market.

Support development of technical and management solutions by working proactively with subject area experts and with solution architects.

Bring proven skills and value to our proposal activities to include proposal solutioning.

Develop Business Development and Capture Plans in coordination with leadership.

Develop win themes/strategies, value propositions, and differentiators.

Ensure price to win (PTW) analysis is conducted and the PTW target is established.

Conduct competitive analyses and develop ghosting, differentiation, recommendations.

Work with the Contracts Department to ensure the development and execution of non-disclosure agreements (NDAs) and teaming agreements (TAs).

Participate in after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.

Qualifications

Ability to work independently with minimal supervision.

Effective communication skills required to support internal collaboration, customer interaction, and to make formal presentations to senior decision makers.

Experience in analyzing and selecting teaming partners and negotiating sound teaming agreements.

Demonstrated knowledge of US government procurement practices.

Ability to travel up to 30% nationally.

Bachelor of Science degree; preferably in Health/Engineering/Science disciplines or in Business related fields.

Minimum of 5-7 years of experience in successfully leading captures in Health IT market.

Proximity to Silver Spring location desired, but not required.
