The Town of East Hartford is seeking an Assistant Corporation Counsel to join the Office of Corporation Counsel. This is an attorney position under the direction and supervision of The Office of the Corporation Counsel assigned to provide advice and representation to the Town of East Hartford, including all of its public officials, boards, and commissions. The attorney is expected to exercise independent, professional judgment in the performance of work, and may have responsibility for management of civil litigation, contract negotiation and review, advising personnel on compliance with the Freedom of Information Act and public meeting laws, working with the Town’s outside counsel on a full range of municipal law matters. Works under the general direction of the Corporation Counsel. Provides legal representation to Town officials, Boards, Commissions and departments in litigation involving the Town. Prepares advice and opinions for the Town in matters requiring interpretation of state or Federal Laws, Town Charter, ordinances, administrative regulations, contracts or other legal instruments.

Responsibilities:

Receives oral or written direction from the Corporation Counsel.Plans work according to established or standard procedures.Determines priority of work within assignment.Assigns work to secretarial and paraprofessional staff.Prepares briefs, pleadings, and performs related legal research in developing position of Town in litigation, State or Federal administrative hearings, and regulatory proceedings.Provides legal consultation, representation and assistance to assigned departments and Town Council Committees.Reviews requests for assistance to Town officials, Boards, Commissions or Committees.Researches questions of law or administrative regulations.Prepares opinions and/or oral advice as needed.Advises on litigation to protect the interests of the Town.Receives, negotiates and approves liability settlements within established parameters.Represents the Town in action arising out of Town business or action.Attends Board and Commission meetings as necessary, and provides legal advice.Assists external special counsel as needed, to assure interests of the Town.Prepares or reviews Town contracts, ordinance or regulation proposals, and other documents by direction of the Corporation Counsel.Monitors Federal, State and intergovernmental publications to maintain current in municipal law and State or Federal regulatory procedures.Administers office in the absence of the Corporation Counsel.Prepares statistical and narrative reports of complexity for the Corporation Counsel.Oversees work or part-time Assistant Corporation Counsels as needed.Confers with Town officials, employees, attorneys, State or Federal employees and members of the public in pursuing Town interests.Prepares information materials regarding Town regulatory policies and procedures.Assists special counsel in litigation arising out of Town affairs.Assists Corporation Counsel in the administration and supervision of the law department.Assumes responsibility of office in the absence of the Corporation Counsel.Additional Job Functions:

Thorough knowledge of the State legal system and its procedural requirements.Knowledge of the relevant laws of the State of Connecticut and ordinances and regulations of the Town of East Hartford.General knowledge of municipal law and interrelationships between municipalities and State and Federal governments.Ability to make well-reasoned, persuasive legal arguments, orally and in writing.Ability to analyze laws, regulations, proposed changes, contracts, and legal issues to determine their legal impact on the Town.Ability to meet and deal tactfully and effectively with public officials, employees and the general public.Ability to assign, train and supervise a small office staff.Physical and Mental Effort and Environmental Conditions:

Works in office setting subject to continuous interruptions and background noise.Must be able to work under stress from demanding deadlines and changing priorities and conditions.Ability to move throughout the Town Hall and other town buildings and sites.Ability to get into and out of an automobile.Ability to sit at a desk or stand at an assigned location and work continuously for extended periods of time.Attend and participate in numerous extended night meetings during the year.Ability to work independently with minimum supervision.Ability to hear normal sounds with some background noise and to communicate effectively.Ability to attend to task/function for more than 60 minutes at a time.Job Qualifications:

Graduation from an accredited School of Law.Five years of general law experience, preferably including litigation responsibilities and municipal law background.Licensing Requirements:
