IntroductionThis is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. The Department of Natural Resources, Chesapeake and Coastal Services, Annapolis is currently accepting applications for a Program Manager Senior II. The Director of the Chesapeake and Coastal Service (CCS) Unit plans, directs and administers all aspects of the Unit including the oversight of a $110 million annual budget and approximately 80 staff. The Director represents the agency before federal, State and local officials, legislative committees, the Governor’s office, the legislature, local government officials and the public. CCS provides technical and financial assistance to better equip the state and its communities to balance the demands and needs of Chesapeake and coastal resource use, economic development and conservation. CCS resources are critical for achieving Chesapeake and Coastal Bays water quality and habitat restoration objectives and supporting the climate adaptation of habitats and communities.POSITION DUTIES:Establish and implement Unit’s programs necessary to fulfill legislative mandates, policy directives, and DNR goals and objectives.Formulates statewide policies, procedures and strategies pertaining to the restoration, protection, economic vitality, and climate resilience of our Chesapeake, coastal and ocean ecosystems.Advances innovative approaches for financing and implementing policies and programs that accelerate the restoration of Chesapeake, coastal and ocean resources.Improves state and local partners ability to make effective decisions and plan for future development, conservation and restoration of coastal resources while reducing vulnerability to climate impacts.Provides the restoration science and services that State and local partners need to meet their water quality and habitat restoration priorities.Oversees the Department's efforts to enhance the natural resources stewardship ethic of all Maryland residents.Provides DNR, the public, government agencies and partners with effective and efficient GIS data and tools for analysis and decision-making.Provides positions and policies on initiatives involving the coordination of climate change, Chesapeake, coastal and ocean policy, legislation and funding initiatives.Provides leadership on several multi-agency and cross cutting issues and helps guide federal and interstate actions and resources.Oversee the development of the Unit’s operating and capital budget as well as several federal grant programs.Oversee the development of the Chesapeake and Atlantic Coastal Bays Trust Fund.Establishes overall program goals, standards and controls for four Federally funded grant programs.Oversees Grants Gateways as a one-stop shop for soliciting and funding proposals.Reviews and approves program budgets and makes decisions for fund allocation.Reviews and approves budget requests and maintains the budget through periodic monitoring.Lead and participate in interagency and multi-organizational programs related to restoration, protection, economic vitality, and climate adaptation.Communicates with internal and external customers to ensure that CCS programs have the appropriate desired outcomes.Oversees the management of personnel and operating policies of the Unit.MINIMUM QUALIFICATIONS:Education: A Bachelor’s degree from an accredited college or university.Experience: Ten (10) years of experience in water quality and habitat restoration and/or coastal natural resource management. Seven (7) years of this experience must be in the supervision of employees engaged in water quality and habitat restoration and/or coastal natural resource management.Notes: Candidates may substitute a Master’s degree for the required general experience at the rate of two years of the required general experience.DESIRED OR PREFERRED QUALIFICATIONS:Experience developing and directing statewide natural resource management programs.Experience managing multiple federal and/or state grant programs.Experience interacting regularly with members of the public and various stakeholders.Experience addressing and integrating climate change impacts in program development.SELECTION PROCESS:
