Through its four Divisions and the Community Education Section, the Department of Resource Management supplies the public with a variety of important services and information. This multi-faceted commitment is designed to assist County residents in many of their daily activities. Many of the functions of the Department of Resource Management support the economic and community development activities of the County, promote the health of its residents, and protect the natural environment in which these functions take place.ABOUT THE POSITIONUnder general direction, to manage, coordinate, and supervise all technical and administrative functions within the Resource Management Department, except as otherwise provided by Shasta County Code Chapter 8.02.DISTINGUISHING CHARACTERISTICSThe incumbent in this single-position class is responsible to the Board of Supervisors through the County Executive Officer for managing all Divisions within the Department of Resource Management consisting of Environmental Health, Planning, Building and Safety, Administration/Community Education, and Air Quality Management, and such other divisions as may be established from time to time by the Board of Supervisors, with the following condition.If the incumbent is a registered environmental health specialist, he or she shall serve as the Director of Environmental Health and shall be responsible for the administration of environmental health and sanitation services and programs. If not, a separate Director of Environmental Health, appointed by the Board of Supervisors, will be responsible for the administration of environmental health and sanitation services and programs and shall report to the Board of Supervisors through the Director of Resource Management.This position is an unclassified, at will position.IDEAL CANDIDATEThe ideal candidate is a professional senior manager who is open, honest, of strong character, promotes transparency, and has excellent interpersonal and communication skills. The individual is familiar with the general provisions of Federal, State, and local laws, rules, and regulations relating to the operation of Environmental Health, Air Pollution Control, Land Use, Administration/Community Education, Planning, and Building inspection. The individual also possesses a minimum of five years' experience as a Department Head or Senior Manager within at least one of these areas.

Plans, organizes, directs and assumes responsibility for the carrying out of the full array of functions within the Resource Management Department; provides oversight for the Divisions of Administration/Community Education, Environmental Health, Planning, Building and Safety,

and Air Quality Management; coordinates the interaction between Division

Managers; may serve as the Planning Director; may serve as Air Pollution Control Officer; may serve as Director of Environmental Health; may serve as the Building Official; plans, organizes, directs and coordinates fiscal and budgetary programs, general business activities and services; maintains and recommends changes as required in policies and procedures, including data processing systems; handles and makes recommendations in a variety of operational, personnel, business, and maintenance problems and complaints; supervises managers and administrative personnel in all Divisions; prepares plans, collects data, conducts studies, and provides information on administrative policies, procedures, and practices; keeps abreast of and recommends improvements in technological aspects of the services provided; processes requests for materials, supplies and services; assists in budget preparation and presentation; makes formal presentations to the Board of Supervisors, the Air Pollution Control Board, the Planning Commission, and a variety of interested parties and groups; prepares reports and correspondence as required.Any combination of education and experience sufficient to directly demonstrate possession and application of the following:Knowledge of:

General provisions of Federal, State and local laws, rules and regulations relating to the operation of Environmental Health, Air Pollution Control; Land Use, Planning and Building inspection; principles and practices of environmental quality control, public health and safety; environmental quality control provisions of State and local laws and regulations; principles of personnel and business management including organization, budgeting, training, administrative analysis, and public relations; data processing systems, including Geographic Information Systems (GIS) and Computer-Aided Design (CAD); office methods, equipment and supplies; and modern principles of supervision and training.Ability to:

Plan, organize, direct and coordinate administrative activities pertaining to administration/community education,

environmental health, air pollution control, land use, planning and building inspection; enforcement of laws, rules and regulations relating to environmental health, air pollution control, building inspection, and land use; formulate and interpret policies and procedures; assemble and analyze data and prepare accurate reports; prepare, present and monitor budgets; analyze situations, draw sound conclusions and take or recommend appropriate action; supervise, train and evaluate management staff; and establish and maintain cooperative working relationships with those contacted in the course of work.These employment standards are typically attained with

at least five (5) years of experience as a Department Head or Senior Manager in Planning, Building, Environmental Health, Air Quality, or other closely related program.Possession of the following credentials and experience is preferred, but not required:A current International Codes Council (ICC) building official certificate;A current ICC building inspector or plans examiner certificate;At least one year of experience in the administration, interpretation, and enforcement of building codes;American Institute of Certified Planners (AICP) certification;Certification as a Registered Environmental Health Specialist; and/orThree (3) or more years' experience in an environmental health agency.
