Interacts with users to determine department GIS technical needs and develops, implements, supports, and maintains the Town's GIS data systems.Performs back-end updates to support attainment of Service Level Agreements (SLA) with the County, contractors and internal departments.Implements solutions to improve the quality, efficiency and effectiveness of GIS user and back-end systems. Works with GIS users on continuous improvements of the technical aspects of the GIS user and back-end systems.Supports and implements Town approved GIS policies and procedures to ensure goals and objectives of the GIS strategic plan are achieved.Performs complex technical tasks including system configuration, GIS application and website development including JavaScript programming of the Town's GIS website and python scripting. Performs administration for GIS of SDE database, and ArcGIS Server and website. Performs data analysis, spatial data standardization, and development and review of metadata standards. Manages GIS computer hardware and software. Performs system administration on GIS databases and GIS servers and maintains relationships with vendors.Establishes schedules and methods for providing digital data, hard copy products, addressing and other services.Participates in presentation of training programs and informational seminars on GIS operations and capabilities for enterprise users.Assists in the preparation and administration of the GIS budget. Provides resource forecasts and budgetary recommendations and monitors expenditures.Develops applications to facilitate sharing of information with other agencies and the public.Creates, edits, and maintains geospatial data using ArcGIS software.Prepares, revises and maintains a variety of maps and mapping related products. Including, but not limited to, paper maps, maps in PDF format and interactive mapping sites.Leads and manages GIS related projects. Performs enterprise-wide project management andimplementation support. Participates with vendors and project teams in detailed technical requirement and design discussions.Troubleshoots technology issues during project implementation, including software configuration, system bugs, firewall issues, user configuration.Attends and participates in professional group meetings and conferences; stays abreast of new trends and innovations in the field of GIS.Performs other duties as assigned or required.Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

Bachelor's degree in GIS, Geography, Cartography or closely related field

Experience:

Four to Five (4-5) years' GIS experience and/or training that ideally includes local government experience. Experience with SQL, Python and ESRI GIS software is required, including, but not limited to ArcGIS Server, SDE, ArcGIS Online, ArcMap and ArcGIS Pro or an equivalent combination of education, training, and experience.

Preferred

Qualifications:

HTML, XML, JavaScript, PowerShell and MS.Net programming languages; AutoCAD.

Knowledge, Skills and Abilities:

Ability to demonstrate active participation in Town of Castle Rock values.Knowledge of the modern principles, practices and procedures of GIS.Knowledge of geographic principles, cartography, Global Positioning System (GPS), and GIS theory.Experience with Python, XML, JavaScript, HTML, Web Services, application servers, and/or web servers.Skill in analyzing urban development technical and statistical data.Skill in development and implementation of Town wide GIS data and applications.Ability to act as a liaison for GIS among developers, engineers, builders, surveyors and Town departments.Ability to prepare clear and concise reports utilizing Crystal Reports, SQL Server Reporting Services and the Microsoft Office Suite.Ability to communicate clearly and concisely, both orally and in writing.Knowledge of GIS related hardware configurations.Working knowledge of Microsoft Word, Excel and Outlook.Knowledge of budgeting and financial practices to assist in the preparation and administration of the GIS budget.Thorough knowledge of survey systems, coordinate systems and data projections.Skill in the use of ESRI software products; including, but not limited to ArcGIS Server, SDE, ArcGIS Online, ArcMap, and ArcGIS Pro.Skill in the implementation of web-based technologies.Skill in creating and managing databases.Ability to establish and maintain effective working relationships.Physical Demands:
