Role:

The Vice President of Strategy and Risk Management ensures alignment between Harbor Health Services (HHSI) strategic plan and supporting initiatives and also oversees HHSI compliance and risk management activities.

The VP manages the planning, prioritization and tracking of the execution of key strategic initiatives and the completion of the strategic plan itself. The VP works with the executive team to develop and document these initiatives and ensure that they are supportive of the strategic plan and objectives. The VP tracks execution of these plans and communicates progress to both the board of directors and Harbor Health staff, along with the status of the strategic plan.

The VP also serves as the Compliance Officer for Harbor Health Services, Inc. (HHSI) The Vice President shall establish, foster, and maintain an effective compliance, privacy, and risk management program for all business operations of HHSI. This is accomplished both through efforts of the VP S & RM and matrixed reporting relationship with embedded compliance leaders within ESP and CHC departments.

The Vice President reports to the Chief Executive Officer and maintains an open communication channel and dotted line to the HHSI Board of Directors.

Responsibilities:

Strategy and PlanningOrganizes the executive teams planning efforts to define strategic initiatives in support of the strategic plan; implements and maintains a process to track and report on execution of those initiatives to the board of directors and HHSI leadership and staff and facilitates a process to prioritize and define initiatives and identify resources required for successful execution.Serves as a resource to executive leaders to ensure consistent definition, planning and execution of strategic projects.Communicates risks to successful implementation to the executive team to provide opportunities for early intervention and correction.Updates the strategic plan at least annually with progress and supervises the development and board approval of a new strategic plan every three to five years.Develops solutions and leads implementations for high priority, cross-departmental issues and projects.Compliance & Risk Management

Develops, manages, and oversees the HHSI Compliance, Privacy, and Risk Management programs, including development and oversight of the annual Compliance and Risk Management Work Plan.Ensures effective lines of communication and reporting of Compliance, Privacy, and Risk related activities to the HHSI Senior Leadership Team, CEO, and Board of Directors; further ensures effective open lines of communication and dissemination of necessary Compliance, Privacy, or Risk related information to all staff members of the organization, including promoting use of the Compliance Hotline and encourages and promotes internal reporting of any and all suspected misconduct and ensures an ‘open door’ policy in Compliance.Completes an annual Comprehensive Risk Assessment inclusive of all business operations of HHSI and ensures proper focus and prioritization of identified risk areas and conducts other risk assessments as necessary.Oversees periodic Auditing and Monitoring activities including but not limited to; internal audits, compliance investigations, external audits, reviews, and inspections.Ensures implementation and oversight of effective corrective actions or mitigations for any identified area of risk or non-compliance.Supports the HR department in conducting investigations into all detected offenses, reports or allegations of misconduct or compliance violations.Establishes and provides direction and management of the Compliance Hotline and Incident Reporting process.Provides support as required, and tracks progress of any audits, reviews, or inspections from external regulatory bodies.Ensures development and maintenance of a centralized, accessible repository for all of HHSI’s policies and procedures and ensures proper management of such.Maintains current knowledge of changes to federal or state law or regulations that may require changes to HHSI policies or practices, and ensures any necessary changes are made in a timely manner.Manages and maintains entity contracts and agreements, ensuring compliance with applicable regulatory standards and effective risk mitigation elements.Oversees and implements the HHSI Privacy Program, including establishing effective policy, training, and controls; maintains compliance with established HIPAA standards and ensures investigations are conducted into any reported or believed violations of privacy standards or breach incidents.Engages and works with legal counsel in response to any legal actions.Manages and processes any medical malpractice claims-related activities and serves as the claims point of contact for Health and Human Services or other related parties, ensuring claims management processes and risk management requirements of the FTCA are implemented and met.Chairs the Compliance and Risk Management Committee and develops and oversees sub-committees as necessary.Ensures effective Records Management and Retention.Requirements:

Bachelor’s degree in Business Administration, or related field required; Master’s or law degree highly preferred.At least five years of experience in a Senior Management role in healthcare compliance or operationsWorking knowledge of healthcare compliance laws, regulations and principles.Exceptional analytical, planning, facilitation and verbal/written communication skills with demonstrated organization-wide impact in healthcare organizations.Must be able to work independently with minimal supervision to accomplish assigned duties.Must be computer literate with advanced skills with Microsoft Office 365 including but not limited to: Word, Excel, Outlook and TeamsCertification in Healthcare Compliance preferred.Must be able to travel between all Harbor sites in a timely manner as neededSupervises a cross functional team
